Amends the definition of "employer" in chapter 388, Hawaii Revised Statutes, relating to wages and other compensation to include the State and counties when a provision in that chapter has no comparable provision in chapter 78, Hawaii Revised Statutes, relating to public officers and employees.

Includes as offenses of sexual assault in the second and third degrees, offenses against a person who is stopped by a law enforcement officer and a person who is accompanied by a law enforcement officer for official purposes.
Imposes a fee for selling sugar-sweetened beverages at the distributor level to be collected by the Department of Health. Establishes a special fund into which revenues are deposited. Establishes a trust fund in the private sector to receive revenues from the special fund. Establishes a healthy ohana committee to advise the department on the administration of the trust fund. Makes appropriations.
Establishes voters with special needs advisory committees at the state and county levels to ensure equal and independent access to voter registration, casting of ballots, and all other office of elections services.
Requires the department of transportation and the counties to implement a vision zero program in Hawaii by 7/1/2022. Establishes a goal of no traffic fatalities or serious injuries by 2045. Effective 7/1/2050. (HD1)
Establishes an empty homes conveyance tax against certain residential property owners who own a vacant residential unit in the State.
Establishes an annual luxury pollution registration fee for nonelectric vehicles over $60,000 beginning 12/31/21. Requires the fees to be deposited in the state highway fund and support the electric vehicle charging system rebate program. Expands the rebate program to include low-income residents of the state. Takes effect 1/1/2050. (SD1)
Requires the Department of Accounting and General Services to establish and operate a child care center pilot program on Oahu for eligible children of state employees, one in or near the state capitol and one in Kapolei. Appropriates funds. Repeals on 6/30/2026.
Extends the time for the marijuana evaluation task force to submit its report to the legislature. Extends the marijuana evaluation task force dissolution date. Requires the marijuana evaluation task force to also examine potential economic benefits of decriminalizing marijuana use.
Adds the requirement of notifying the Terrorist Screening Center administered by the Federal Bureau of Investigation as part of the gun permit application background check process.
