Amends the process for electing members to the Office of Hawaiian Affairs Board of Trustees. Requires the Reapportionment Commission to establish a reapportionment plan for the members of the Board of Trustees of the Office of Hawaiian Affairs so that they are elected according to their respective districts, rather than an at-large statewide election for each seat. Requires lessors of rental motor vehicles to include an option for the lessee in the motor vehicle rental agreement to contribute a sum to DLNR for the preservation and protection of the environment. Effective 7/1/2050. (HD1)
Establishes penalties for failure to comply with certain submerged land reclamation regulations. Adds requirements for presently reclaimed land to be disposed of by the Board of Land and Natural Resources, without recourse to public auction, to an abutting owner, by sale, or by lease. Provides requirements for the Board to lease state submerged lands and lands beneath tidal waters.
Prohibits the microtargeting of political advertisements on television and social media based on online behavioral data, demographic characteristics, and geographic location below the electoral district level.
Makes interfering with an essential worker during an emergency a felony. Defines essential worker.
Authorizes a county with a pre-existing surcharge to continue the surcharge after December 31, 2030 at a lower rate of one-fourth per cent. Authorizes counties that have not adopted a surcharge ordinance on state tax to adopt a surcharge ordinance at the current rate of one-half of one per cent through December 31, 2030 and at a rate of one-fourth of one per cent after December 31, 2030. Amends restrictions on the use of surcharge revenues to more than capital costs for counties with a population greater than five hundred thousand.
Establishes renewable energy portfolio standards for gas utility companies. Provides means for gas utility companies to recover costs incurred to achieve renewable energy portfolio standards. Requires the public utilities commission to conduct a study of the renewable portfolio standards.
Increases shoreline setback requirements.
Requires printed and electronic political advertising to prominently display candidate-approval language on each odd-numbered page. (SD1)
