Requires the licensing of sellers of ammunition, and for the identification and proper permitting of purchasers or possessors of ammunition. Regulates ammunition in the same manner that firearms are regulated.

Requires health insurance policies and contracts issued after 12/31/21 to provide coverage for the cost of hearing aids at a minimum of $1,500 per hearing aid for each hearing-impaired ear every thirty-six months in their base plans. Exempts mandatory health care coverage from impact assessment report.
Amends the environmental response, energy, and food security tax to address carbon emissions. Increases the tax rate to effectively set a price of $40 per metric ton of carbon dioxide emissions in 2022. Incrementally increases the tax rate over time so that, in 2032, the tax rate shall be equivalent to a carbon price of $80 per metric ton of carbon emissions. Establishes a refundable tax credit for lower-income individuals. Tax credit applies to taxable years beginning after 12/31/2021. Takes effect 1/1/2022.
Requires the Liquor Commission to deny any renewal for a liquor license if the applicant for renewal has violated any provision of chapter 281, Hawaii Revised Statutes, on three separate occasions during the twelve-month period preceding the renewal application date.
Establishes a new misdemeanor offense of promoting a dangerous drug in the fourth degree, to include possession of dangerous drugs in amounts under two grams. Limits the class C felony offense of promoting a dangerous drug in the third degree to include possession of dangerous drugs in an amount of two grams or more. Takes effect 8/1/2021.
Requires health insurance coverage for various sexual and reproductive health care services.
Raises the state income tax rate by five per cent for taxpayers in the highest income bracket for six years.
Increases the minimum wage to $11.00 per hour in 2022. Repeals language allowing the hourly wage of a tipped employee to be increased to account for tips. Requires the department of labor and industrial relations to annually calculate the adjusted minimum wage rate to the nearest five cents using the Honolulu region CPI-W.
Requires that the Hawaiian version of a law be held binding if the law in question was originally drafted in Hawaiian and then translated into English. (SD1)
Requires a personal representative of a decedent appointed under the Uniform Probate Code to notify the police department of the appropriate county of any and all firearms in an estate. Requires the police department to certify that all registered firearms in an estate and other firearms of which the police department has been notified are properly transferred or disposed of before the estate may close.
