Requires the Department of Transportation to program intersections to allow walk signals to commence four seconds before the green light is given to motor vehicle traffic when the walk button has been pressed.

Amends the definition of "income" to include tips or gratuities for the purposes of determining child and spousal support amounts, assignments, and withholdings.
Establishes a process, beginning on January 1, 2024, for automatically preregistering or registering University of Hawaii System students who are at least sixteen years old to vote. Effective 1/1/2024.
Increases the low-income household renters' income tax credit. Applies to taxable years beginning after 12/31/2022.
Provides public employees with up to 2 hours of paid leave each calendar year to attend a scheduled physical examination with a licensed physician.

Prohibits non-compete and non-solicit clauses in employment contracts relating to employees of a restaurant, retail store, newspaper, magazine, news agency, press association, wire service, or radio or television transmission station or network.
Requires the registration and registration renewal for methadone clinics and substance use disorder services clinics to be deemed a clinic and for the handling of controlled substances to be contingent upon its location being at least 750 feet away from a school. Gives methadone clinics and substance use disorder services clinics one year from the effective date of this Act to comply with this Act.
Establishes a paid family leave program for state and county employees. Authorizes a qualifying employee to take up to 12 weeks of paid leave for the birth or placement of a child or to care for a family member who has a serious health condition. Requires the employee to agree to subsequently work for the employer for at least 12 weeks upon return to service except under certain conditions.
Establishes an exemption from mediation in paternity proceedings where there are allegations of domestic abuse if the party alleging domestic abuse does not wish to participate. Prohibits a mediator from engaging in mediation where there are allegations of domestic abuse unless certain requisites are met. Prohibits a court from requiring mediation in paternity proceedings if there is a temporary restraining order or a protective order in effect and the party alleging domestic abuse does not wish to participate. Allows the court to order mediation in paternity proceedings where there are allegations of domestic abuse but there is no temporary restraining order or no protective order, under certain circumstances. Replaces the term "family violence" with "domestic abuse" in section 58041.5, HRS.
