Proposes an amendment to the Hawaii State Constitution to provide individuals with the right to marry any human being and for that right not to be abridged by the State.

Requires the Director of Human Resources Development, in consultation with the Hawai‘i Climate Change Mitigation and Adaptation Commission, State Energy Office, and Department of Accounting and General Services to develop and implement a comprehensive commuting choice benefit program for all state employees regardless of mode of transportation.
Requires employers to provide employees the right to sit at work when standing is not necessary. Establishes fines.
Imposes a fee for selling sugar-sweetened beverages at the distributor level to be collected by the Department of Health. Establishes a special fund into which revenues are deposited. Establishes a trust fund in the private sector to receive revenues from the special fund to support prevention and control of obesity and chronic diseases. Establishes a healthy ohana advisory committee to advise the Department of Health on the administration of the trust fund. Makes appropriations.
Increases minimum liability coverage of motor vehicles.
Restricts civil asset forfeiture to cases involving the commission of a felony offense where the property owner has been convicted of an underlying felony offense. Directs forfeiture proceeds to the general fund. Amends the allowable expenses for moneys in the Criminal Forfeiture Fund. Requires the Attorney General to adopt rules necessary to carry out the purpose of the Hawaii Omnibus Criminal Forfeiture Act. Amends the deadline for the Attorney General to report to the Legislature on the use of the Hawaii Omnibus Criminal Forfeiture Act. Limits the transfer of certain forfeiture property to federal agencies. Establishes records requirements.
Appropriates funds to the Department of Education to establish and administer a Bicycle Grant Program for all high school students enrolled at a Department of Education school in grades nine through twelve. Requires reports to the Legislature.
Establishes the crime of possession of a firearm in a sensitive location as a class C felony. Imposes a duty to inform law enforcement upon contact on concealed and unconcealed carry permit holders. Defines sensitive location.
Prohibits hospitals and health care facilities to permit or require health care providers to provide services for any period after the health care provider has been on duty for sixteen consecutive hours or an aggregate of eighty hours during any period of seven consecutive days, until the health care provider takes at least ten consecutive hours of time off-duty. Clarifies that the terms and conditions of a collective bargaining agreement will prevail, if in conflict with this prohibition. Defines health care facility, health care provider, and hospital.
Increases the refundable food/excise tax credit. Applies to taxable years beginning after 12/31/22.
