Authorizes long-acting psychotropic medication to be provided to patients who are subject to emergency examination or hospitalization. Expands the administration of treatment over a patient's objection to include persons in director of health custody at any hospital, subject to an emergency examination, subject of an application for involuntary hospitalization, and subject to a court order regarding fitness to proceed for a criminal trial. Requires orders for treatment over objection proceedings to be expedited. Expands who may file a petition for an order to treat over objection under certain circumstances.

Establishes the compacts of Free Association Census Task Force within the Department of Human Services to conduct a census of COFA residents in Hawaii.

Appropriates funds to the Hawaii Public Housing Authority to modernize Hale Poai.

Establishes statewide goals for solid waste reduction and organic waste diversion. Requires each county to incorporate into its next integrated solid waste management plan revision a plan to reduce all organic waste produced within the county by facilities generating more than a specified amount of organic waste per year in alignment with established state benchmarks. Appropriates funds.

Appropriates funds for a three-year continuation of the wind-generated storm damage reef-insurance policy purchased by The Nature Conservancy in November 2022.

Requires the Department of Land and Natural Resources, in consultation with the Department of Health, to prepare a report making recommendations on the establishment of a Hawaii Near Shore Waters Quality Program to monitor and test for the quality of waters near coral reefs to assess and ensure health of reef ecosystems. Restricts any county from disapproving or imposing certain conditions on a housing development project or an emergency shelter unless the county meets certain requirements. (SD1)

Requires the Public Access Room to establish and maintain an outreach and engagement program for primary, secondary, post-secondary, and community education and appropriates funds for one full-time equivalent (1.0 FTE) position to assist in effectuating this requirement. Requires the Department of Education and University of Hawaii to assign appropriate staff to coordinate with the Public Access Room with respect to the outreach and engagement program. Authorizes the issuance of general obligation bonds for the Hawaii Housing Finance and Development Corporation and Hawaii Public Housing Authority's programs to develop housing exclusively for residents of the State who are owner- or renter-occupants and own no other real property. Appropriates funds. (SD1)

Requires the licensing of sellers of ammunition, and for the identification and proper permitting of purchasers or possessors of ammunition. Regulates ammunition in the same manner that firearms are regulated.
