Allows the Department of Land and Natural Resources to expend the moneys from the State Parks Special Fund for programs aimed at environmental protection.

Requires owners of multiple parking facilities within any county of the State who aggregate the required parking spaces for electric vehicles to aggregate the spaces within that same county.
Requires check cashers to report suspected financial exploitation of elders and vulnerable adults in relation to check cashing. Provides immunity for good faith reporting. Authorizes a check casher to refuse to cash a check in situations of suspected financial exploitation.
Establishes the Digital Equity Grant Program to award grants to applicants to deploy digital equity projects to covered populations in the State. Appropriates funds. (SD1)

Requires the Liquor Commission to deny any renewal for a liquor license if the applicant for renewal has violated any provision of the Intoxicating Liquor Law under chapter 281, Hawaii Revised Statutes, on three separate occasions during the twelve-month period preceding the renewal application date.
Requires the Liquor Commission to record all complaints against any licensee, regardless of whether the complaint is filed during or after the occurrence of the violation. Requires the Liquor Commission to review the history of complaints against any applicant at the time of application for a new license or renewal of an existing license.
Extends the time period that a family court may order continued assisted community treatment. Reduces the time period that a family court needs to determine whether assisted community treatment should continue.
Establishes priority for projects that are awarded funds from the Rental Housing Revolving Fund that are owned by the State or an organization obliged to reinvest financial surplus generated by a completed project into a newly constructed housing project. Requires the Hawaii Housing Finance and Development Corporation to amend Hawaii Administrative Rules to award application criteria points to projects that fulfill certain criteria and prioritize applicants who have demonstrated accelerated full repayment of past State housing loans.
