Requires employees, applicants, and contracted vendors of condominium associations in employment positions that grant access to security cameras and footage to undergo a background check and be licensed consistent with the requirements in chapter 463, HRS. Takes effect 7/1/2040. (SD1)

Prohibits any operator, transient accommodations broker, or person from offering, listing, advertising, and displaying a rate that does not include all resort fees. Requires all operators, transient accommodations brokers, and persons to include all taxes and fees imposed by a government on a transient accommodation. Establish penalties.
Authorizes consumers aggrieved by the conduct of a mortgage loan originator licensee to recover from the Mortgage Loan Recovery Fund. Allows for excess moneys in the Mortgage Loan Recovery Fund to be used for certain training and educational purposes. Increases to $150,000 the restitution available to consumers from the Mortgage Loan Recovery Fund. (SD1)
Merges the Made in Hawaiʻi with Aloha branding program with the Hawaiʻi Made program under the Department of Business, Economic Development, and Tourism. Specifies that the Department of the Attorney General shall be responsible for enforcement of the program. Repeals the Made in Hawaiʻi with Aloha program. Clarifies that calculations to determine whether a non-perishable good labeled "Hawaiʻi Made" or "made in Hawaiʻi" has met the requirement that at least 51% of the wholesale value of the product is added by production within the State include operating and overhead expenses incurred and spent within the State. Appropriates funds.
Allows a condominium association that claims a Renewable Energy Technologies Income Tax Credit under section 235-12.5, HRS, to transfer the credit, or a portion thereof, to another individual or corporate taxpayer that is not related to the condominium association. Requires the Director of the Department of Taxation to prepare forms necessary for the transfer of Renewable Energy Technologies Income Tax Credits. Provides that condominium association unit owners shall not be entitled to any apportionment or distribution of a transferred Renewable Energy Technologies Income Tax Credit when a condominium association transfers the tax credit. Takes effect 7/1/2040. (SD1)
Allows the Department of Transportation to establish a Noise Traffic Pilot Program. Takes effect 1/1/2050. (SD1)
Requires the Department of Agriculture to: (1) identify and evaluate each parcel of certain state-owned lands; and (2) contract a third-party entity to compile a report evaluating the agricultural land use potential of each parcel of state-owned lands greater than five acres, excluding commercial, residential, and department of education lands. Requires a report. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation. (SD1)
Amends the priority for which moneys in the Rental Housing Revolving Fund are to be used. Requires the Hawaiʻi Housing Finance and Development Corporation to: (1) prioritize the allocation of low-income housing tax credits to certain projects and (2) adopt administrative rules regarding the awarding of: (A) points when evaluating and ranking low-income housing tax credit applications and (B) Rental Housing Revolving Fund moneys to certain housing projects. Repeals the requirement that the Director of Human Resources Development must submit a report to the Legislature before reclassifying and abolishing vacant positions within State departments and agencies that are under the jurisdiction of DHRD. Takes effect 7/1/2050. (SD1)
Establishes an electric vehicle battery recycling and disposal program. Prohibits disposal of propulsion batteries as solid waste. Prohibits producers of propulsion batteries from refusing propulsion batteries for reuse, remanufacturing, repurposing, or recycling. Establishes producer responsibility for propulsion batteries embedded into vehicles or sold separately in the State or through remote sale. Authorizes the Department of Health to inspect any place, building, or premise and issue warnings and citations for failure to comply. Establishes requirements for a battery management plan. Establishes fines.
