RELATING TO SPECIAL COUNSEL.

Allows the Attorney General to appoint a special counsel to assume the Attorney General's powers and responsibilities over an investigation of a person or matter when the investigation or prosecution of, or any other legal or administrative action against the person or matter by the Department of the Attorney General, may present a conflict of interest. RELATING TO ENERGY.

Renames the Hawaiʻi State Energy Office as the Energy Division and makes it a division of the Department of Business, Economic Development, and Tourism. Renames the Chief Energy Officer as the Chief Energy Administrator. Clarifies the duties of the Energy Division. Transfers functions. RELATING TO CAPITAL IMPROVEMENT PROJECTS.

Requires the Department of Accounting and General Services to develop or license cloud-based software for use by each state department or agency to track the status of its capital improvement projects and provide training for the software. Requires each department or agency to use the software to track the status of its capital improvement projects. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation. RELATING TO THE DISCLOSURE OF PERSONAL INFORMATION OF CERTAIN PUBLIC SERVANTS.

Establishes within the State's Address Confidentiality Program protection for public servants that prohibits upon written request from the public servant or representative any person or organization from disclosing certain personal information. Establishes the offense of unlawful publication of personal information that prohibits any person or organization from knowingly disclosing protected personal information of public officials with the intent to cause reputational harm, emotional injury, or bodily injury. Takes effect 9/1/2024. (SD1)

RELATING TO TELEWORKING.

Requires and appropriates moneys for the Department of Human Resources Development to submit an annual report to the Legislature on the telework policies of the Executive Branch. Establishes requirements for a pilot telework monitoring system to assess the productivity of telework employees. Appropriates funds to develop, implement, and administer the pilot telework monitoring system and to establish positions. Declares that the appropriations exceed the state general fund expenditure ceiling for 2024-2025. Effective 7/1/2050. (SD2)

RELATING TO THE DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM.

Transfers the State Foundation on Culture and the Arts and the King Kamehameha Celebration Commission to the Department of Business, Economic Development, and Tourism. Requires the Governor to select the Executive Director of the State Foundation on Culture and the Arts, with the advice and consent of the Senate. Takes effect 1/1/2050. (SD1)

RELATING TO FIREARMS.

Amends the prohibition on certain assault weapons to include .50 caliber rifles and assault weapon attachments. Modernizes the prohibition on assault pistols to include pistols with one or more prohibited feature. Prohibits firearms other than pistols with a detachable magazine with over a twenty round capacity. Prohibits persons from bringing or causing to be brought into the State a .50 caliber rifle or assault weapon attachment. Prohibits the sale or transfer of a .50 caliber rifle or assault weapon attachment in the State, unless the .50 caliber rifle or assault weapon attachment is sold or transferred to an authorized individual. Creates exceptions for the acquisition and possession of prohibited firearms for members of law enforcement and the military. Takes effect 4/14/2112. (SD1)

RELATING TO HEALTH CARE WORKERS.

Establishes heightened penalties for the assault and terroristic threatening of health care workers. Clarifies the definition of "terroristic threatening" to include the methods of contact. Takes effect 12/31/2050. (SD1)

RELATING TO ADVERTISING.

Exempts billboards and outdoor advertising devices displayed with authorization of the Stadium Authority within the stadium facility, including outdoor advertising devices for naming the stadium facility under certain conditions. Exempts outdoor advertising devices displayed with authorization of the Hawaiʻi Tourism Authority in or on the Convention Center facility, including outdoor advertising devices for naming the Convention Center facility under certain conditions. Exempts outdoor advertising devices for the stadium facility and the Convention Center facility from regulation by the counties, including outdoor advertising devices for naming the stadium facility and Convention Center facility. Takes effect 1/1/2060. (SD1)

RELATING TO THE RESIDENTIAL LANDLORD-TENANT CODE.

Requires landlords to change or rekey all locks to a residential property before the tenant's date of initial occupancy for any lease period of six months or longer. Provides a grace period of thirty days after the tenant's date of initial occupancy.
