RELATING TO MOTOR VEHICLES.

Part I: Increases the penalty for a third or subsequent offense within five years of excessive speeding to a misdemeanor with a mandatory minimum jail sentence of thirty days. Part II: Clarifying when a summons or citation is sent under an automated speed enforcement system. (CD2)

RELATING TO CONDOMINIUMS.

Requires condominium associations to provide electronic copies of their governing documents, as amended or restated, to unit owners or their authorized agents, upon request, at no cost. Repeals the authority of condominium associations to charge a reasonable fee for administrative costs associated with the handling of a request for association documents. (CD1)

RELATING TO TRANSPORTATION.

Conditions the issuance of a certificate of inspection upon a vehicle or moped not being equipped with a noisy muffler or exhaust system. Requires rules regarding safety check inspections to ensure that a vehicle or moped is not equipped with a noisy muffler or exhaust system. Suspends, revokes, or refuses renewal of a permit for an official inspection station for repeatedly violating any rule regarding inspecting a noisy muffler or exhaust system within a certain period. Clarifies the types of mufflers that are prohibited. Increases the maximum fine for motor vehicle owners that violate noisy muffler laws. Includes repairing or installing a noisy muffler or exhaust system as a prohibited practice for motor vehicle repair laws. (CD1)

RELATING TO FINANCIAL ADMINISTRATION.

Amends the required contents of legislative reports to be submitted by the Hawaii Housing Finance and Development Corporation and Hawaii Public Housing Authority. Amends the scope of moneys to be deposited into and the allowable uses of moneys expended from the Public Housing Special Fund. (CD1)

RELATING TO ADMINISTRATIVE DRIVERS LICENSE REVOCATION.

Extends the deadline in which the Administrative Driver's License Revocation Office is required to issue a written review decision of a notice of administrative revocation of a person's license to operate a vehicle. (CD1)

RELATING TO INSURANCE.

Beginning 1/1/2026, amends the notice period for a property insurer to notify a policyholder of a cancellation, including cancellation due to nonpayment, or nonrenewal of a policy of property insurance. (CD1)

RELATING TO PARKING.

Authorizes the counties to adopt ordinances to enforce the accessible parking space requirements for parking spaces reserved for persons with disabilities and electric vehicles. (CD1)

RELATING TO HAWAII RETIREMENT SAVINGS ACT.

Clarifies the definition of "covered employer" under the Hawaii Retirement Savings Act. Requires covered employers to automatically enroll covered employees into the Hawaii Retirement Savings Program unless the employee opts out. Repeals the limit on the total fees and expenses that can be spent for the Program each year. (CD1)

RELATING TO THE DEFENSE OF STATE EMPLOYEES.

Requires the Attorney General, on behalf of the State, to defend professionally licensed or certified state employees from civil actions or proceedings, under certain circumstances. Clarifies that the employee may employ their own attorney at the employee's own expense. Establishes a process for the Attorney General to transfer or withdraw representation if the Attorney General declines to defend the employee. (CD1)

RELATING TO TRANSPORTATION.

Provides that in any county with a population of less than 250,000, fee simple absolute title of a privately owned highway, road, alley, street, way, lane, bikeway, bridge, or trail is deemed transferred to adjacent property owners or the community association if certain conditions are met. Effective 7/1/2027. Sunsets 7/1/2032. (CD1)
