Requires each executive branch department to: identify existing and planned facilities that are vulnerable to sea level rise, flooding impacts, and natural hazards; assess options for mitigation impacts of sea level rise to existing and planned facilities; establish staff level points of contact to improve interagency coordination for sea level rise adaptation, flooding, and resilience; and submit annual reports to the governor, legislature, and Hawaii climate change mitigation and adaptation commission.

Prohibits the use and distribution in the State of certain single-use plastics. Requires all moneys collected for the provision of reusable or recyclable bags to be deposited in the environmental management special fund.
Requires the liquor commission to record all complaints against any licensee, regardless of whether the complaint is filed during or after the occurrence of the violation. Requires the liquor commission to review the history of complaints against any applicant at the time of application for a new license or renewal of an existing license.
Requires the department of budget and finance to conduct compliance of all state agencies biennially. Requires the department to submit a report of their findings to the legislature at the start of each legislative biennial.
Requires the Chief Information Officer of the Office of Enterprise Technology Services to report directly to the Comptroller instead of the Governor.
Requires a personal representative of a decedent appointed under the Uniform Probate Code to notify the police department of the appropriate county of any and all firearms in an estate. Requires the police department to certify that all registered firearms in an estate and other firearms of which the police department has been notified are properly transferred or disposed of before the estate may close.
Requires the managing agent, resident manager, or board to keep an accurate and current list of each member of the association, and any vendee under an agreement of sale, including electronic mail addresses. Requires that a copy of the member list, including electronic mail addresses, shall be available, at cost, to any unit owner or owner's authorized agent, under certain circumstances.
Part I: Establishes a petty misdemeanor offense of abuse of family or household members. Clarifies the penalties for violations. Allows a deferred acceptance of guilty plea for misdemeanor and petty misdemeanor abuse of family or household members offenses. Establishes a probationary period for abuse of family or household members. Part II: Makes consistent the types of documents accepted as proof of domestic or sexual violence victim status. Requires the Department of Public Safety to expend certain appropriated funds during fiscal year 2020-2021 solely for the community-based work furlough program for female inmates. Effective retroactively to 6/30/2020. (HD2)
