Requires a notice of intent for all campaign fundraisers held by incumbent legislators or candidates for legislative office during a regular or special session of the legislature regardless of price or suggested contribution amount.

Prohibits health insurance companies from denying coverage on the basis of gender identity if the policy covers the treatment for purposes other than gender transition. Requires insurance companies to provide applicants and insured persons with clear information about the coverage of gender transition services, including the process for appealing a claim denied on the basis of medical necessity.
Allows a defendant who has been convicted of three misdemeanors in Waikiki, any business district, or resort zoned area to be sentenced to a probationary term of geographic restriction not exceeding an unspecified number of years during which the defendant shall be prohibited from entering the district or area in which the acts occurred. Mandates imprisonment of thirty days for violation.
Specifies that 0.5 per cent, rather than one per cent, of state fund appropriations for capital improvements shall be transferred into the works of art special fund. Limits the 0.5 per cent amount to appropriations designated for the construction of new state buildings, properties, or facilities.
Allows any number of members of a board to attend an informational meeting or presentation on matters relating to official board business and conduct private meetings with legislators without meeting public meeting requirements.

Establishes a regulatory framework for products containing cannabidiol that were manufactured legally through approved government programs. Clarifies that these products are not considered adulterated food, beverage, or cosmetic products. Prohibits manufacturers from making health-related claims. Requires product labeling for the products to be legally allowed in the State. Exempts industrial hemp products that are generally recognized as safe by the Food and Drug Administration from the new regulatory framework.
Requires all travelers arriving in Hawaii and all individuals cited or arrested for quarantine violations or who test positive for COVID-19 to use the AlohaSafe Alert application on their smartphones. Allows the department of health to collect data from the AlohaSafe Alert application only to the extent that data is necessary, proportionate, and limited for a good faith public health purpose.
Increases the procurement preferences for class I and class II Hawaii products.
Reinstates provisions, repealed on June 30, 2020, relating to service of process and requiring the director public safety to maintain a list of independent civil process servers. Authorizes the use of policer officers and independent civil process servers to process orders and writs for certain causes of action.
