Authorizes a special procurement process for the procurement of goods and services. Requires the procurement policy board to establish rules and procedures for the special procurement process by December 31, 2021. Requires the head of a purchasing agency to prepare a procurement plan and submit the plan to the Attorney General or corporation counsel. Requires the head of a purchasing agency to electronically post, for at least one year, all contracts awarded through a special procurement process within seven days of the contract award. Authorizes the Hawaii housing finance and development corporation the right of first refusal for the development of property for all development on state lands, excluding Hawaii public housing authority, department of Hawaiian home lands, and department of land and natural resources lands and properties, that are within a one-half mile radius of a rail transit station. Triggers the right of first refusal upon a transfer of any property interest, including a leasehold interest, of state lands that are within a one-half mile radius of a rail transit station. Proposes a constitutional amendment that guarantees individuals the right to a clean and healthy environment, including pure water, clean air, and healthy ecosystems, and to the preservation of the natural, cultural, scenic, and healthful qualities of the environment. Effective 7/1/2050. (HD1)
Requires the department of accounting and general services to develop and implement an enhanced security plan for the state capitol and surrounding grounds. Amends provisions regarding the internal governance of the state capitol management committee. Requires the department of accounting and general services to submit annual reports to the legislature regarding the enhanced security plan. Effective 7/1/2050. (SD2)
Directs the Department of Human Resources Development to convene a working group of stakeholders to update and create policies and procedures relating to telework and alternative work schedules to address the caregiving responsibilities and other needs of state employees and submit a report on its proposed telework and alternative work schedule policies and procedures, including any recommendations on proposed legislation or specific budget requests, to the Legislature no later than 20 days prior to the convening of the Regular Session of 2022. Requires departments to adopt Department of Human Resources Development policies that permit state employees to telework while caregiving during the COVID-19 pandemic. Effective 7/1/2050. (SD2)
Authorizes the director of taxation to exempt a taxpayer whose annual general excise tax liability does not exceed $100 from monthly, quarterly, or semiannual general excise tax filing requirements; provided that the taxpayer files an annual return.
