RELATING TO THE OFFICE OF ENTERPRISE TECHNOLOGY SERVICES.

Provides the chief information officer with the authority to approve, or expedite the approval process of, a state agency's management information system project that is budgeted at or more than $1,000,000, or any other project the chief information officer deems necessary to expedite, by coordinating and focusing appropriate state personnel and resources. Requires the chief information officer to annually report the status of all pending or completed projects over $1,000,000, including whether they are on time and on budget. (SD1)

PROPOSING AN AMENDMENT TO ARTICLE II, SECTION 1, OF THE HAWAII STATE CONSTITUTION TO CHANGE THE AGE QUALIFICATION FOR VOTING IN STATE OR LOCAL ELECTIONS.

Proposes a constitutional amendment to allow citizens who are seventeen years of age but will be eighteen years of age on or before the next general election to vote at the primary election immediately preceding the general election by which the citizen will attain the age of eighteen and any intervening or co-occurring special election. Effective 7/1/2112. (HD1)

RELATING TO EDUCATION.

Requires the department of education to establish criteria for industry certification awards for public high schools to incentivize public high schools to encourage students to obtain industry-recognized certifications in high value occupations. Requires the department to submit an annual report containing specific information about the industry certification award progress. (HD1)

RELATING TO CAMPAIGN FINANCE.

Allows candidates seeking election to use campaign funds for child care and vital household dependent care costs under certain conditions. Effective 5/1/2029. (HD1)

RELATING TO THE LANDLORD-TENANT CODE.

Extends the required period for a notice of summary possession from five business days to fifteen calendar days. Requires landlords to provide notice with specified terms to a tenant and enter into mediation with the tenant. Delays when a landlord may seek possession of a dwelling unit if the tenant schedules or attempts to schedule mediation. Requires landlords to provide the notice to mediation centers that offer free mediation for residential landlord-tenant disputes. Restricts when a landlord may exercise these remedies depending on the number of days that have elapsed following the expiration date of the governor's final eviction moratorium and the amount of rent due. Appropriates funds for the judiciary to contract for mediation services. Repeals 12/31/2022, or one year after expiration of the governor's final eviction moratorium emergency supplementary proclamation related to the coronavirus disease 2019 pandemic, whichever is sooner. Effective 5/6/2137. (HD1)

RELATING TO VOTING.

RELATING TO AGRICULTURE.

Requires the Hawaii department of agriculture and agribusiness development corporation to annually lease at least 50% of land leased or up for lease renewal to operations whose primary business is, or supports, local food production beginning 1/1/2022. Requires the Hawaii department of agriculture and agribusiness development corporation to submit reports to the legislature on leasing activities. Requires the agribusiness development corporation and its board of directors to implement by 1/1/2023 the recommendations in the State Auditor's Report No. 21-01 and requires a progress report to the 2022 legislature and a final report by 12/31/2023. Effective 7/1/2050. (SD2)
