Requires contractors and subcontractors to submit tax clearances as a condition of: (1) obtaining building permits for private developments exceeding a certain value, which shall be valid for two years; (2) assigning a contract for private developments exceeding a certain value; and (3) obtaining final inspection of private developments exceeding a certain value in certain circumstances. Authorizes the department of taxation to require that tax clearance applications be submitted electronically. Establishes penalties. Effective 1/1/2022. Repeals 12/31/2026. (SD1)

Exempts members of a county council from the limitation on the number of members that may attend an informational meeting or presentation on matters relating to official board business, including a meeting of another entity, legislative hearing, convention, seminar, or community meeting. Clarifies that such meetings shall be meetings that are open to the public for purposes of permitted interactions. (SD1)
Allows a defendant who has been convicted of three misdemeanors in Waikiki, any business district, or resort zoned area to be sentenced to a probationary term of geographic restriction not exceeding an unspecified number of years during which the defendant shall be prohibited from entering the district or area in which the acts occurred. Mandates imprisonment of thirty days for violation.
Establishes the position of the chief data officer within the office of enterprise technology services to assist the chief information officer in the oversight and management of the State's data portal and computer and data systems. Requires each executive department agency to make appropriate and existing electronic data sets available to the public. Appropriates funds for the establishment of a chief data officer position.
Requires that revenue estimates provided by the department of taxation to the legislature or to any executive or administrative office be accompanied by a description of the methodology used and assumptions made in providing the estimate. Requires the estimate and description to be subject to public disclosure. Effective 7/1/2050. (SD2)
Amends the definition of "preceptor" and "volunteer-based supervised clinical training rotation" to improve accessibility for providers to receive income tax credits for acting as preceptors. Includes the director of health on the Preceptor Credit Assurance Committee. Effective 7/1/2050. (SD2)
Extends the required period for a notice of summary possession from five business days to fifteen calendar days. Requires landlords to provide notice with specified terms to a tenant and enter into mediation with the tenant. Delays when a landlord may seek possession of a dwelling unit if the tenant schedules or attempts to schedule mediation. Requires landlords to provide the notice to mediation centers that offer free mediation for residential landlord-tenant disputes. Restricts when a landlord may exercise these remedies depending on the number of days that have elapsed following the expiration date of the governor's final eviction moratorium and the amount of rent due. Appropriates funds for the judiciary to contract for mediation services. Repeals 12/31/2022, or one year after expiration of the governor's final eviction moratorium emergency supplementary proclamation related to the coronavirus disease 2019 pandemic, whichever is sooner. Disallows dividends paid deduction for real estate investment trusts, except for real estate investment trusts that provide affordable housing in the State. Applies to taxable years beginning after 12/31/2021. Sunsets 12/31/2024.
Establishes the office of public accountability to assume oversight and administrative responsibility for the office of the auditor, office of the ombudsman, office of information practices, Hawaii state ethics commission, and campaign spending commission. Appropriates funds.
Specifies that 0.5 per cent, rather than one per cent, of state fund appropriations for capital improvements shall be transferred into the works of art special fund. Limits the 0.5 per cent amount to appropriations designated for the construction of new state buildings, properties, or facilities.
