Makes an appropriation to establish and fund one advanced life support ambulance based in Makalei on the island of Hawai‘i, including acquisition of a vehicle, equipment, and personnel costs.

Transitions from lump sum deferred deposit transactions to installment-based small dollar loan transactions. Specifies various consumer protection requirements for small dollar loans. Beginning 1/1/2023, requires licensure for small dollar lenders that offer small dollar loans to consumers. Specifies licensing requirements for small dollar lenders. Authorizes the division of financial institutions to appoint 2.0 FTE examiner positions, funded via the compliance resolution fund, to carry out the purposes of the small dollar installment loan program. Requires check cashers to be registered with DCCA and to offer a voluntary payment plan to customers under certain circumstances. Establishes the terms of voluntary payment plans. Clarifies that a customer may only have one outstanding deferred deposit transaction from any source. Amends notices to customers required of check cashers. Removes the exemption for persons engaged in the bona fide retail sale of goods or services. Requires the division of financial institutions of the DCCA to conduct an analysis of the regulation of payday lenders and deferred deposit agreements in the State. Effective 7/1/2022.
Requires all members of the state building code council to have significant experience and knowledge of building codes and the cost impacts of building code revisions. Adds two voting council members, representing the National Association of Industrial and Office Properties and the construction trade unions, respectively. Requires the council and its subcommittee to conduct a cost-benefit analysis prior to recommending state code amendments. Requires council members and the drafters of recommended state code amendments to disclose potential conflicts of financial interests. Requires the council to consult with builders of residential, commercial, and industrial buildings. Requires the council to adopt the International Building Code every six years starting with the 2018 edition. Makes a conforming amendment.
Establishes the state payor committee within the department of health to: (1) establish uniform baseline performance metrics and evaluation standards for procurement contracts for services relating to behavioral health, substance abuse, and homelessness services; (2) establish uniform reimbursement rates for such contracts; and (3) review and recommend approval for such contracts. Requires that such contracts be reviewed by the Committee prior to approval, initiation, continuation, or renewal beginning 7/1/21. Requires nongovernmental entities that contract for services relating to behavioral health, substance abuse, or homelessness services to disclose any sources of funding to perform such services.
Restricts any county from disapproving or imposing certain conditions on a housing development project for housing or an emergency shelter unless the county meets certain requirements.
Lowers the threshold blood alcohol concentration for the offense of operating a vehicle while under the influence of an intoxicant.
Authorizes the Hawaii housing finance and development corporation the right of first refusal for the development of property for all development on state lands, excluding Hawaii public housing authority, department of Hawaiian home lands, and department of land and natural resources lands and properties, that are within a one-half mile radius of a rail transit station. Triggers the right of first refusal upon a transfer of any property interest, including a leasehold interest, of state lands that are within a one-half mile radius of a rail transit station. Requires the Department of Accounting and General Services to purchase only zero-emission vehicles for its motor pool fleet beginning on 1/1/22. Requires the Department of Accounting and General Services, in coordination with other state agencies, to submit to the Legislature no later than twenty days prior to the convening of the regular session of 2022 a plan to convert the State's motor pool fleet to zero emissions vehicles.
