RELATING TO THE USE OF ARTIFICIAL INTELLIGENCE IN HEALTH CARE.

Requires health care providers using artificial intelligence (AI) in patient interactions to disclose to the patient that the patient is interacting with artificial intelligence. Requires health care providers using AI in making consequential decisions relating to the patient to provide certain notice and statements to the patient; maintain a qualified AI oversight personnel who shall be a natural person that reviews, evaluates, and validates or overrides AI outputs; monitor and conduct regular performance evaluations of their AI systems; implement procedures to address identified deficiencies; and maintain certain records. Requires the Department of Health to adopt rules. Implementation effective 7/1/2028. Effective 1/30/2050. (SD1)

RELATING TO ALZHEIMER'S DISEASE.

Establishes the Hanai Memory Network Program within the Executive Office on Aging to create a network of dementia care specialists and support systems to assist individuals with dementia and their caregivers. Appropriates funds. (SD1)

RELATING TO CONSUMER PROTECTION.

Requires the Office of Consumer Protection to submit an annual report to the Legislature regarding actions taken in response to potential violations of the Residential-Landlord Tenant Code. Effective 7/1/2050. (SD1)

RELATING TO MENTAL ILLNESS.

Clarifies the procedures for assisted community treatment, examination, and hospitalization for individuals who may be mentally ill or suffering from substance abuse who are imminently dangerous to self, others, or property. Amends the procedures for involuntary hospitalizations and assisted community treatment petitions. Amends the Hawaii Penal Code to streamline the determination process for penal responsibility and fitness to proceed, including requiring courts to issue orders for treatment to defendants excluded from penal responsibility due to a mental disease, disorder, or defect.

RELATING TO CONDOMINIUMS.

Clarifies that condominium associations may apply any payment from or on behalf of an owner to amounts due by the owner under a money judgment in favor of the condominium association.

RELATING TO BUSINESS COMPETITIVENESS.

Establishes a goal for the State to achieve a ranking among the top 10 states in the nation for business competitiveness by 2045. Defines and requires the Department of Business, Economic Development, and Tourism to select a "ranking metric" and establishes interim goals. Requires DBEDT to establish a working group to develop and recommend policies that improve Hawaii's business competitiveness. Requires annual reports to Legislature. Appropriates funds. Beginning 1/1/2027, prohibits the sale of flavored nicotine products and nicotine product flavor enhancers and the mislabeling of e-liquids as nicotine free. Establishes penalties for violations. RELATING TO GOVERNMENT.

Allows a retirant to be employed without reenrollment in the Employees' Retirement System and without loss or interruption of benefits if the retirant is employed in a position identified as one needed for succession planning. Effective 1/1/2077. (SD1)
