Establishes a two-year agricultural theft and vandalism pilot project to examine the effectiveness of prosecuting agricultural theft and agricultural vandalism in the county of Hawaii. Appropriates funds. Effective 7/1/2035. (SD1)
Appropriates funds for the Kaho‘olawe Island Reserve Commission to restore, preserve, and determine the appropriate uses of Kaho‘olawe island, and to fund 1 full-time equivalent (1.00 FTE) permanent position for the Kaho‘olawe Island Reserve Commission. Effective 7/1/2050. (SD2)
Makes an appropriation to the Department of Land and Natural Resources for the operational expenses and staffing costs of the Hawaii Association of Conservation Districts. Effective 7/1/2050. (SD2)
Allows the synchronization of plan participants' medications. Requires plans, policies, contracts, or agreements that are offered by health insurers, mutual benefit societies, and health maintenance organization and provide prescription drug benefits, to apply prorated daily cost-sharing rates for prescriptions dispensed by network pharmacies for less than a thirty-day supply. Repeals 7/1/2023. Effective 7/1/2050. (SD2)
Requires the Legislative Reference Bureau to develop a spreadsheet informing members of the legislature on the status and content of all reports to be submitted to the legislature as required by law or requested by legislative concurrent resolution. Requires the Legislative Reference Bureau to inform the legislature of all annual and other reports required by law to be submitted to the legislature or requested by legislative concurrent resolution that were not timely submitted. Requires reporting entities to submit a copy of all reports submitted to the legislature to the Legislative Reference Bureau. (SD2)
Makes permanent the requirement for certain motion picture theater owners and operators to provide open movie captioning for at least two showings per week, one of which has a scheduled start time no earlier than 4:30 p.m. Repeals the requirement to provide an option of personal closed captioning screenings by means of lightweight eyewear. Transfers the Corrections Population Management Commission from the Department of Public Safety to the Judiciary. Replaces the Director of Public Safety with the Chief Justice as a member of the Commission. Requires the Commission to meet at least once per quarter. Repeals provisions requiring as commission members: an individual who is knowledgeable on issues pertaining to reintegrating offenders into the community; and a judge. Adds as members: a substance abuse or mental health expert; and an advocate for incarcerated individuals. Requires the Department of Public Safety to provide commission members with access to internal information and the authority to conduct spot checks on correctional centers and facilities. Requires the commission's annual report to include a summary of the commission's decisions and data and status updates for commission recommendations. Effective 7/1/2050. (SD2)
