RELATING TO MEDICAL EDUCATION AND TRAINING.

Reestablishes the Hawaii medical education special fund. Appropriates funds into and out of the Hawaii medical education special fund to the John A. Burns School of Medicine for graduate medical education and training programs, to create more residencies and training opportunities on the neighbor islands for medical students, and for medical student and residency training opportunities in partnership with the United States Department of Veterans Affairs. Effective 6/30/3000. (HD1)

RELATING TO OHANA ZONES.

Establishes positions within the Office of the Governor to be responsible for the deployment of the capital improvement funds appropriated by this Act. Appropriates funds for the ohana zones pilot program for expenses relating to operations, upkeep of facilities, provision of services, administrative costs, and the construction of facilities. Makes the ohana zones pilot program a government assistance program for purposes of a general excise tax exemption. Specifies that certain exemptions shall apply to the ohana zone construction. RELATING TO GEOTHERMAL ROYALTIES.

Establishes the geothermal energy resources development special fund. Requires annual reports to the Legislature. Redistributes geothermal royalties to the counties for specific purposes, geothermal energy resources development special fund, department of land and natural resources, and office of Hawaiian affairs. RELATING TO AGRICULTURAL DISTRICTS.

Authorizes counties to require their approval for condominium projects located in agricultural districts that are greater than ten acres prior to the creation of the condominium property regime. Requires a condominium map to be accompanied by a letter certifying that the condominium property regime will conform to the applicable County's zoning laws. Effective 6/30/3000. (HD1)

RELATING TO THE ENVIRONMENT.

Prohibits the mining, extraction, and removal of minerals from the seabed in all state marine waters. Prohibits the issuance of any permit for or in connection with the development or operation of any facility or infrastructure associated with the mining, extraction, or removal of minerals from the seabed within state marine waters. RELATING TO THE STATE ARCHIVES.

Authorizes the state archives preservation and long-term access special fund to be used to preserve and provide long-term access to other materials preserved at the state archives, in addition to government records. Establishes additional funding sources for, and authorizes additional expenditures of moneys from, the state archives preservation and long-term access special fund. Appropriates funds. RELATING TO NOISE POLLUTION.

Establishes that a person's conduct that produces, or causes to be produced, noise exceeding a certain decibel level during night time hours in any area zoned as residential or mixed-use residential is an unreasonable noise that constitutes the offense of disorderly conduct. Appropriates funds for enforcement. Effective 6/30/3000. (HD2)

RELATING TO WASTEWATER SYSTEMS.

Creates within the Department of Health's wastewater branch a cesspool conversion section, which will be responsible for facilitating the conversion of cesspools within the State. Establishes and appropriates funds for three full-time equivalent positions within the cesspool conversion section in fiscal years 2023-2024 and 2024-2025 and three additional full-time equivalent positions within the section in fiscal year 2024-2025. Establishes a three-year New Wastewater System Demonstration Pilot Program within the University of Hawaii Water Resources Research Center to examine and demonstrate new wastewater technology systems; implement those technologies in demonstration projects in areas across the State that are identified as Priority Level 1; and establish a similar ranking system for prioritization levels for the islands of Molokai, Lanai, and Niihau. Requires the University of Hawaii Water Resources Research Center to submit reports to the Legislature. Appropriates funds for the pilot program. Effective 6/30/3000. (HD2)
