Requires the Department of Health, to the extent allowable under federal law, to prioritize the use of water pollution control revolving fund moneys for projects by homeowners to upgrade cesspools to director-approved wastewater systems or connect homeowners' properties to sewerage systems, including projects for the installation of cluster systems or community package plants.
Establishes standards for the collection, sale, and destruction of consumer health data by regulated entities and small businesses.
Requires, rather than allows, any person who violates chapter 6E, Hawaiʻi Revised Statutes, to appear before the Board of Land and Natural Resources. Requires, rather than allows, the Board of Land and Natural Resources to impose fines.

Requires the employer to initiate negotiations on repricing of classes within a bargaining unit within thirty days of its receipt of the exclusive representative's written request to negotiate. Establishes that the employer's failure to initiate the negotiation within such time frame and the parties' failure to reach an agreement within ninety days of the exclusive representative's written request to negotiate or by January 31 of a year in which the collective bargaining agreement is due to expire, whichever is earlier, constitute an impasse to which the impasse procedures in section 89-11, Hawaiʻi Revised Statutes, shall apply.
Amends the period for an employer and an individual or labor organization that has been newly organized or certified as a representative to meet and commence to bargain collectively.
Establishes a Local Agriculture Transportation Cost Reimbursement Incentive Program to be administered by the Department of Agriculture to reimburse eligible producers for a portion of the producer's costs to transport agricultural commodities. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation.
Requires certain employers to provide paid meal periods to certain employees under certain circumstances. Establishes conditions for waivers of the paid meal periods.
Modifies penalties for violations of the Department of Labor and Industrial Relations rules from a fixed fine to a fine proportional to the yearly income of the violator.
