Beginning 7/1/2024, increases the cigarette tax rate and amends the disposition of the cigarette tax revenues by increasing the amount allocated to the Hawaiʻi Cancer Research Special Fund.

Establishes a teacher loan program to encourage individuals to become teachers in hard-to-fill positions of Department of Education schools. Allows a loan to be forgiven for teachers who become a licensed teacher in Hawaiʻi or for teachers who will commit to teach for seven years at a Hawaiʻi public school or public charter school.
Requires each motor vehicle insurance policy to cover the replacement cost of a child passenger restraint system damaged during a collision for which liability coverage under the policy is applicable.
Designates the seventeenth day in January of each year as Reconciliation Day. Establishes Reconciliation Day as a state holiday. Requires the State and its departments and agencies to recognize Reconciliation Day through educational programs, cultural events, and activities. Requires the Governor to issue an annual proclamation recognizing Reconciliation Day as a day of reflection and remembrance. Requires all state offices, public schools, and other state institutions to display the Hawaiian flag at half-staff on Reconciliation Day. Repeals Good Friday as a state holiday.
Renames the John A. Burns School of Medicine special fund as the physician and veterinarian special fund. Expands the authorized uses of the special fund to include providing loan repayments to veterinarians and scholarships for students attending a veterinary college; provided that the recipient commits to work in the State for a period of time determined by the Hawaiʻi Board of Veterinary Medicine. Requires the Hawaiʻi Board of Veterinary Medicine to establish a loan repayment and scholarship program. Assesses a fee on persons obtaining or renewing a veterinarian license. Provides for the deposit of the fee into the physician and veterinarian special fund. Appropriates moneys into and out of the physician and veterinarian special fund. Declares that the appropriation exceeds the state general fund expenditure ceiling.
Requires the Department of Human Services to establish a Medicaid buy-in program for workers with disabilities.
Appropriates funds to increase the funding for medicaid in-home services, conditioned on the Department of Human Services obtaining the maximum federal matching funds and pursuing all other funding sources.
Authorizes the issuance of $55,000,000 in general obligation bonds for the purpose of assisting the Korean War Foundation, Inc., with the acquisition of land and the planning, design, and construction of a war memorial hall within the Aiea (Rainbow) Bay State Recreation Area.
Establishes the regenerative tourism program with the Department of Business, Economic Development, and Tourism to increase regenerative tourism. Establishes a grant program. Appropriates moneys. Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025.
Establishes the Cultural Corridor Authority to develop plans to redevelop areas affected by disaster while maintaining historic and cultural preservation. Establishes an income tax credit to incentivize the voluntary relinquishment of real property located in areas affected by disaster. Directs the Attorney General to commence eminent domain proceedings for certain purposes. Appropriates moneys. Declares that the appropriation exceeds the state general fund expenditure ceiling for 20242025.
