RELATING TO PUBLIC SAFETY.

Prohibits the Department of Law Enforcement, Department of Land and Natural Resources, Department of Taxation, and Department of the Attorney General from appointing or employing certain former United States Immigration and Customs Enforcement or Border Patrol agents and employees as law enforcement officers. RELATING TO TRAFFIC SAFETY.

Part I: Requires drivers of vehicles approaching stationary motor vehicles stopped in any location on the roadway, shoulder, or roadside to slow down and make a lane change if necessary. Part II: Prohibits the operation of a pickup truck with a passenger seated in the bed or load-carrying area on roadways with posted speed limits of forty-six miles per hour or higher and roadways with three or more lanes traveling in the same direction. Provides certain exemptions from passenger restrictions. Increases the minimum age to ride in the bed or load-carrying area of a pickup truck while in operation from twelve years of age to eighteen years of age. 0Effective 7/1/3000. (HD1)

RELATING TO TRANSPORTATION SAFETY.

Requires testing of driver license applicants on the dangers that larger motor vehicles present to pedestrians and bicyclists. Requires persons who commit the offense of excessive speeding to pass the driver license examination only if and when those drivers apply for a new driver's license. Effective 7/1/3000. (HD1)

RELATING TO INSURANCE FRAUD.

Prohibits certain solicitation and inducement practices relating to insurance claims. Establishes disaster-related insurance fraud offenses. Broadens the scope of the offense of insurance fraud and the acts that constitute insurance fraud. Clarifies the penalties for the offense of insurance fraud and the capabilities and operations of the Insurance Fraud Investigations Branch, including the annual report to the Legislature and the use of fraud analytics. Reiterates protections for insurance fraud whistleblowers. Appropriates funds. Effective 7/1/3000. (HD2)

RELATING TO NOISE.

Establishes restrictions on the operation of privately owned and operated refuse collection vehicles before 6:00 a.m. and after 6:00 p.m. within 500 hundred feet of any area zoned for mixed-use or residential apartment use within the Waikiki area of the City and County of Honolulu. Sunsets 6/30/2028. Effective 1/30/2050. (HD1)

RELATING TO CIVIL RIGHTS.

Requires the Civil Rights Commission to establish a twenty-four-hour intake helpline to assist individuals who experience or witness civil rights violations in the State. Requires the Civil Rights Commission to compile an annual report and hold an annual public hearing on data obtained through the helpline. Requires the Civil Rights Commission to compile and submit to the Legislature, and post on its website, a monthly preliminary report on data obtained through the helpline. Appropriates funds to establish an unspecified number of Civil Rights Investigator, Data Analyst, and Program Manager positions within the Civil Rights Commission. Appropriates funds for the Civil Rights Commission to contract with Aloha United Way to implement the twenty-four-hour intake helpline and for website and data development costs. Effective 7/1/3000. RELATING TO GOVERNMENT CONTRACTS.

Amends the Uniform Information Practices Act (UIPA) to require contractors who perform agency functions to retain records following the retention schedule of the agency and to provide the agency access to the records upon request. Establishes that all records retained by an agency function contractor shall be deemed government records for the purposes of the UIPA. Exempts contracts entered into by the Employees' Retirement System. Effective 7/1/3000. (HD1)

RELATING TO STANDARDS OF CONDUCT.

Repeals the $10,000 value threshold for certain prohibited contracts involving legislators or employees. Prohibits state agencies from contracting to procure or dispose of goods or services, or for construction, with businesses owned, operated, or controlled by relatives or household members of department heads or deputy directors. Requires department heads, acting department heads, and deputy directors of principal state departments to ensure compliance with the Code of Ethics provision governing contracts and provides for liability for violations. Effective 7/1/3000. (HD1)
