Appropriates funds for certification of a reforestation carbon project at Haleakala, Maui, operated by DLNR, under an established forest carbon standard certification system. Requires DLNR to submit an annual report on the project certification to the governor and legislature. Effective 7/1/2050. (SB1088 HD1)
Extends the time period in which the department of agriculture may certify important agricultural lands qualified agricultural cost tax credit.
Allocates money from the tourism special fund to help fund the intercollegiate athletic programs at the University of Hawaii at Manoa and University of Hawaii at Hilo to offset the higher costs that the University of Hawaii must pay for athletics compared to peer institutions. Repeals 6/30/2019. (SD1)
Allows consumers to obtain unpasteurized milk by entering herdshare agreements with producers.
Clarifies that a mutual benefit society shall maintain a minimum net worth calculated based on gross annual premium revenues and gross annual health care expenditures. Requires gross annual premium revenues and gross annual health care expenditures to be reduced by the total amount ceded to reinsurers, provided that the reinsurance credit complies with credit for reinsurance requirements. Requires operators of child care facilities, including family child care homes, group child care centers, and group child care homes, and infant and toddler child care centers that care for children one year of age or younger to implement and maintain safe sleep policies to prevent sudden unexpected infant deaths and sudden infant death syndrome in accordance with rules adopted by the Department of Human Services.
Makes an appropriation from the special land and development fund to the Department of Land and Natural Resources for the operational expenses and staffing costs of the Hawaii Association of Conservation Districts. (CD1)
Prohibits associations of apartment owners, boards of directors, managing agents, resident managers, unit owners, and persons acting on behalf of associations or unit owners from retaliating against a unit owner, board member, managing agent, resident manager, or association employee who files a complaint; acts in furtherance of a complaint, report, or investigation of an alleged violation of the State's condominium laws or a condominium's governing documents; or exercises or attempts to exercise any right as a unit owner. Creates and appropriates money to a temporary commission on the thirteenth festival of pacific arts to plan for the historic event to be held in Honolulu from June 11 to June 27, 2020. (CD1)
Requires the State to expand strategies and mechanisms to reduce greenhouse gas emissions statewide in alignment with the principles and goals adopted in the Paris Agreement. Renames the Interagency Climate Adaptation Committee as the Hawaii Climate Change Mitigation and Adaptation Commission. Clarifies the duties of the Commission. Repeals the Commission effective 7/1/2022. Makes appropriations for purposes of this Act and a climate change mitigation and adaptation coordinator position. (CD1)
