Requires the Department of Public Safety in collaboration with county and state agencies and, upon request of the inmate, to issue civil identification cards to the inmate and to assist the inmate in obtaining the inmate's birth certificate, social security card, and other relevant identification necessary for successful reentry into society. Authorizes the issuance of general obligation bonds to fund construction of affordable housing development projects. Appropriates moneys for homelessness mitigation and prevention efforts.
Authorizes a county with a population greater than 500,000 to extend the county surcharge on state tax to December 31, 2047. Requires a county that uses the surcharge on state tax for a mass transit project to submit quarterly progress reports to the legislature. Permits counties to use the surcharge on state tax for infrastructure for affordable housing and transit-oriented development. Authorizes the legislature to hold revenues collected from the surcharge on state tax for county use by concurrent resolution. Deducts twenty-five per cent of the amount from the gross proceeds of a county's surcharge on state tax for costs associated with handling the assessment, collection, and disposition of the county surcharge on state tax, and the construction of transit-oriented development and other related transportation projects.
Appropriates funds for a permanent full-time associate professor and permanent full-time associate specialist position within the University of Hawaii center on aging. Effective 5/12/2059. (SD1)
Converts the long-term care community living program specialist position within the executive office on aging from exempt to permanent civil service status.
Expands the authorized uses of funds collected from school impact fees to include spending on new school facilities, purchase of completed construction for school use, and improvement of existing school structures.
Eliminates the mortgage interest deduction for second homes under Hawaii income tax law. Requires DOTAX to calculate the savings and transfer an equivalent amount of income taxes to the director of finance for deposit into the rental housing revolving fund.
Makes various appropriations to implement the recommendations of the increased food security and food self-sufficiency strategy. Requires the Department of Agriculture to establish a strategy and goals for increased food security and self-sufficiency in Hawaii. (SB1313 HD1)
Allows hosting platforms registered with the department of taxation to act as tax collectors on behalf of the short-term rental lodging operators and applies the general excise tax on short-term rental lodging. Requires hosting platforms to report detailed operator information, including addresses and number of booking transactions, with the filing of tax returns and requires short-term rental lodging operators to keep records of each booking transaction for a period of at least three years. Limits the number of short-term rental lodging units that can be registered by any one operator and sets a cap of the number of nights permitted. Creates a surcharge on short-term rental lodging in the State to fund supportive services for Hawaii's homeless.
Prohibits the remote sale and shipment of cigarettes and tobacco products, including electronic smoking devices, to consumers except to licensed wholesalers or dealers and permit-holding retailers. Makes violation of the prohibition a class C felony subject to a maximum fine of $5,000. (SD1)
