Establishes the Attorney General's authority, and clarifies the respective county police chiefs' existing authority, and requires the Attorney General to grant licenses to carry concealed or unconcealed firearms. Specifies training requirements for license applicants. Amends the fee from a perlicense to a per-application basis and increases the fee. (SD1)

Establishes the offense of unlawful shipment of e-liquid products. Includes e-liquid and electronic smoking devices containing e-liquid within the definition of "tobacco products", as used in the cigarette tax and tobacco tax law. Allocates a portion of funds collected from excise taxes on tobacco products to health education and prevention programs about the risks and dangers of the use of electronic smoking devices for youth. Repeals certain provisions of the Hawaii Revised Statutes relating to electronic smoking devices. Effective 9/1/2020. (SD1)
Allows an unlicensed mental health professional, working under the supervision of a licensed mental health professional, to provide mental health treatments or counseling services to minors without parental or legal guardian consent, knowledge, or participation. Requires a mental health professional to assist a minor with completing a non-disclosure notification form to send to covered entities, when appropriate. Requires a covered entity, upon receiving a completed notification form, to maintain confidentiality of minor-initiated mental health treatment or counseling services. Effective 1/1/2021. (SD1)
Authorizes the Chief Energy Officer of the Hawaii State Energy Office to adopt rules to enforce minimum efficiency standards for certain products. Regulates the appliance efficiency standards for air purifiers and portable electric spas. (SD1)
Extends the sunset date of the University Laboratory School's student enrollment exemption from July 1, 2020, to July 1, 2022.
Adds two more members to the Stadium Authority that shall consist of a resident of Aiea or Halawa and a resident of Alii Plantation, Crosspointe, or Foster Village. (SD1)
Establishes the research and technology grant program within the high technology development corporation to provide grants to qualified research and technology companies in Hawaii for eligible projects. Establishes program guidelines and eligibility criteria for research and technology companies. Requires eligible projects to foster science, technology, engineering, or mathematics education at the K-12 or university levels. Appropriates funds to the program.
Authorizes a civil cause of action by a vulnerable adult for financial exploitation of a vulnerable adult. Allows attorney's fees and costs and punitive damages. Establishes degrees and classes of felonies for financial exploitation of an elderly person or disabled adult. Establishes a presumption of financial exploitation.
Amends the income brackets of the tax credit for expenses for household and dependent care services necessary for gainful employment. Effective 7/1/2050. (SD1)
