Increases the maximum fine that may be assessed per fireworks-related violation from $2,000 to $5,000, provided that the fireworks violation does not otherwise have a specific penalty enumerated in chapter 132D, HRS.
Directs the Hawaii Housing Finance and Development Corporation to take title to the 15.418-acre parcel of land identified as TMK No. (3) 4-5-010: 122 and be responsible for properly documenting any change in title. Requires the Hawaii Housing Finance and Development Corporation to conduct a feasibility study to determine whether the parcel is suitable for residential development. Appropriates funds for the feasibility study. Effective 12/31/50. (SD1)
Requires the governor to implement a state capitol tour program for volunteer docents to conduct tours of the capitol building and grounds. Appropriates funds. Effective 7/1/51. (SD1)
Requires each county to prepare a housing supply plan to plan for projected increases in the State's housing supply to meet housing demands of the respective county, identify and analyze existing and projected housing needs for all income levels, define the term "housing demand" including a ratio of homes to residents to account for latent demand, and identify adequate sites for housing, including rental housing. Appropriates funds for the counties to conduct the required studies. (SD1)
Waives the requirement for section 401 water quality certification for certain small scale beach restoration projects authorized by the Department of Land and Natural Resources. (SD1)
Establishes a task force to make recommendations to the Department of Health and Legislature regarding the dementia training necessary to help first responders and investigators from adult protective services appropriately assist with Alzheimer's disease and related dementia patients. (SD1)
Requires inclusion of an unspecified minimum percentage of affordable housing units in state agencies' development and redevelopment plans along the rail transit corridor. Allows the Office of Planning to make exceptions to the affordable housing requirement. (SD1)
Requires the Hawaii State Energy Office to conduct a study to provide recommendations for a comprehensive approach to the development of infrastructure for vehicles that are powered by renewable energy. Appropriates moneys. (SD1)
