Establishes within the Department of the Attorney General, an Environmental Crimes Unit, which shall be a cooperative effort between the Department of the Attorney General and the Department of Health to investigate and prosecute crimes that pose substantial risks to the environment and public health. Appropriates funds.

Establishes the sustainable food systems working group within the department of agriculture. Requires the working group to submit a plan, any recommendations for implementing the plan, and any proposed legislation to the legislature. Appropriates funds to establish the working group and develop the plan and for an unspecified number of sustainability specialist positions to be employed by the department of agriculture. Prohibits foreign entities and foreign-influenced business entities from making contributions, expenditures, electioneering communications, or donations for election purposes. Requires every business entity that contributes or expends funds in a state election to file a statement of certification regarding its limited foreign influence. Requires noncandidate committees making only independent expenditures to obtain a statement of certification from each top contributor required to be listed in an advertisement. Effective 6/30/3000. Requires the Department of Health to post on its website separate reports for various visits, violations, plans, and confirmations the Department performs or issues of certain care facilities. Establishes deadlines for each report type. Requires the Department of Health to log all reports in a database designed for easy public posting. Requires all facilities inspected by the Department of Health to maintain certain records and notify the Executive Office on Aging, Office of the Long-Term Care Ombudsman, and appropriate county offices on aging of initial inspection visit dates.
Appropriates funds to the department of education for the expansion of civic education in the public schools. Establishes two full-time equivalent permanent civic education resource teacher positions, one of which shall be grant funded.
Requires the Department of Health, with assistance from each county, to develop a statewide needs assessment to determine resources necessary to reduce packaging waste by seventy per cent from the baseline amount. Requires the Department of Health to establish an advisory council by 1/1/2024 to advise the Department on how to structure a producer-funded packaging waste reduction and reuse program. Requires the Department of Health to: (1) develop a packaging waste reduction and reuse program by December 31, 2025, and (2) publish and implement a packaging waste reduction and reuse plan, beginning July 1, 2026. Establishes the Packaging Waste Special Fund. Makes appropriations.
Prohibits persons soliciting a state contract, or applicants for or recipients of state grants or subsidies awarded under chapter 42F and their family members from making campaign contributions. Includes subcontractors to a state contract in the prohibition of campaign contributions to a political party, committee, or candidate.
Establishes that noise generated by helicopters in excess of a certain decibel level constitutes a public nuisance and a source of noise pollution in violation of the State's noise pollution law. Establishes fines and a private right of action for individuals to sue helicopter owners and operators for committing a public nuisance. Establishes exceptions. Effective 7/1/2050. (SD1)
