Increases the maximum value of the low-income household renters credit to $150 per qualified exemption for households. Adjusts and provides income threshold tiers based on filing status.

Increases fines for any operator of a motor vehicle carrier using a vehicle for commercial tour operations who is not registered with the Public Utilities Commission. Increases penalty for any person who advertises as a motor carrier of passengers without a valid certificate or permit.
Creates within the Department of Health's wastewater branch a cesspool conversion section, which will be responsible for facilitating the conversion of cesspools within the State. Establishes 2.0 full-time equivalent positions within the cesspool conversion section in fiscal year 2023-2024, and 2.0 additional full-time equivalent positions within the section in fiscal year 2024-2025. Appropriates moneys.
Establishes the Erin's law task force to review policies, programs, and curricula for educating public school students about sexual abuse and sex trafficking prevention, report recommendations for the establishment of a program to educate public school children on sexual abuse prevention through age-appropriate curricula, provide relevant training to teachers and school staff, and inform parents and guardians about important child sexual abuse topics. Requires the Department of Education to establish and implement a systemwide sexual abuse prevention education program at the conclusion of the task force.
Authorizes write-in voting. Allows voters to vote for declared candidates other than those listed on preprinted ballot through write-in voting procedure. Applies to elections conducted on or after 7/1/2023.
Establishes priority for projects that are awarded funds from the Rental Housing Revolving Fund that are owned by the State or an organization obliged to reinvest financial surplus generated by a completed project into a newly constructed housing project. Requires the Hawaiʻi Housing Finance and Development Corporation to amend Hawaiʻi Administrative Rules to award application criteria points to projects that fulfill certain criteria and prioritize applicants who have demonstrated accelerated full repayment of past State housing loans. Establishes the Hawaiʻi Cannabis Authority within the Department of Health to adopt rules to regulate responsible, adult-use of cannabis in the State. Establishes that possession of cannabis by an adult in the amount of four ounces or less without a prescription shall be lawful and requires all convictions for such acts be expunged. Transfers the powers and duties of the Department of Health under state law governing medical cannabis dispensary system, including powers and duties over medical marijuana dispensary operations, licensing, testing, and administration, to the Hawaiʻi cannabis authority. Appropriates funds. (SD1)
Establishes an organic foods production tax credit for farmers investing into the organic certification process.
Establishes the Hawaiʻi Residential Developers Loan Corporation and the Hawaiʻi Residential Developers Loan Special Fund for the purpose of enhancing credit and guaranteeing and insuring loans made by private financial institutions to developers of residential housing for Hawaiʻi residents who will be owneroccupants and who own no other real property. Appropriates funds. (SD1)
Authorizes the director of finance to issue general obligation bonds to finance capital improvements to various irrigation systems.
