Requires the department of transportation to install and operate public electric vehicle charging systems on Kauai, Maui, Molokai, and the Island of Hawaii. Appropriates moneys to fund installation and operation of the electric vehicle charging systems.

Authorizes the counties to adopt ordinances to legalize marijuana cultivation, possession, sale, transfer, and use, for persons over the age of twenty-one. Clarifies that penal code provisions pertaining to drug and intoxicating compounds offenses do not apply to counties that have adopted ordinances legalizing marijuana and adopted administrative rules to regulate marijuana.
Prohibits smoking in a motor vehicle in which a minor is present. Requires the Department of Health to report on the enforceability of the prohibition and coordination of data collection efforts of the respective law enforcement agencies.
Requires the Department of Land and Natural Resources to include in its annual report the impacts of incidental take license issuances on the status and likelihood of survival of the individual species and the cumulative impacts on the full range of species of the specific island for which incidental take licenses have been issued. Appropriates funds to the department to assess the cumulative effects and detail them in its annual report.
Imposes a civil fine when a person leaves a dog unattended in a motor vehicle without at least one window open at least two inches to allow for air flow.
Appropriates funds for the hiring of a coordinator and for interisland travel and operating expenses of the P-20 Agriculture Education Working Group within the University of Hawaii at Manoa College of Tropical Agriculture and Human Resources. Outlines the duties of the working group and opens participation in the working group to additional persons and entities.
Exempts qualifying patients who are veterans of the United States military from medical marijuana registration fees.
Provides an income tax credit to taxpayers who install or operate an electric vehicle charging system that is available for use by the public, unless otherwise required by law.
Amends Act 223, SLH 2015 to extend the sunset of the refundable food/excise tax credit for two years to 12/31/19.
Prohibits operation of a pickup truck with a passenger in the bed or load-carrying area. Increases fine. Makes applicable to counties with populations of 600,000 or greater.
