RELATING TO EDUCATION.

Requires by the end of the 2017-2018 school year, that all public schools, public charter schools, and the University of Hawaii and its divisions, campuses, and institutions have automated external defibrillators situated in a permanent location on campus. Requires the University of Hawaii and public and charter schools that have an athletic trainer to have an automated external defibrillator available at each sporting event. Requires the automated external defibrillators to be maintained and tested regularly. Clarifies that an athletic trainer or faculty member who administers an automated external defibrillator shall be considered to be doing so without remuneration or expectation of remuneration for purposes of immunity from civil liability.

RELATING TO GENETICALLY MODIFIED MATERIAL.

Requires a biotechnology company that sells a genetically modified animal, plant, or seed that the company knows or has reason to believe will be used to produce an agricultural commodity to provide written disclosure of possible risks from the use of such an organism; written notice does not waive any liability a biotechnology company may have toward a purchaser.

RELATING TO ENVIRONMENTAL PROTECTION.

Prohibits application of neonicotinoid insecticides without a permit after 6/30/18 to protect honeybees and other pollinating animals.

RELATING TO THE TRANSIENT ACCOMMODATIONS TAX.

Requires that all mandatory fees charged by a transient accommodation operator to a guest or resort time share vacation plan manager to an occupant be included in the gross rental or gross rental proceeds for purposes of the transient accommodations tax. Requires operators and plan managers to identify optional fees that are not subject to the transient accommodations tax to guests and occupants when rental rates and services are disclosed or discussed.

RELATING TO GENETIC ENGINEERING.

Prohibits the planting of a genetically engineered seed or plant part in an open field. Allows the chairperson of the board of agriculture to grant an exception where such planting is done in a controlled environment.

RELATING TO FORFEITURE.

Specifies that no property shall be forfeited unless the owner or interest-holder of the property has been convicted of a covered offense or indicted for a covered offense and there is a significant risk that the property will be destroyed or otherwise made unavailable, and the State has met its rebuttable presumption for forfeiture. Requires the State to show by clear and convincing evidence that a claimant's interest in the property is subject to forfeiture.

RELATING TO EMERGENCY MANAGEMENT.

Creates the Civilian Unmanned Aerial Systems Volunteer Corps as part of the Hawaii Emergency Management Agency to assist the state or counties when there is a need for disaster relief.

RELATING TO RESIDENTIAL REAL PROPERTY.

Restricts management fees to an amount that reflects a reasonable value for services rendered. Requires that condominium property managers, associations of apartment owners, and planned community associations make association documents available to owners under reasonable terms, including through a property management company's or association's website, if one exists, and for reasonable costs.
