Establishes an oral health task force to review the status of oral health in the State and make recommendations to improve oral health infrastructure in Hawaiʻi. Appropriates funds.

Expands the department of land and natural resources' rulemaking authority to include any rule deemed necessary to protect certain aquatic life. Expands the board of land and natural resources' authority to temporarily adopt, amend, or repeal certain natural resource rules by formal action at a publicly noticed meeting if the board finds that such adoption, amendment, or repeal is necessary to implement effective and adaptive management measures in response to new or previously benign aquatic nuisance species, in light of newly available technology, or in light of newly available data. Creates new fines for violations of rules pertaining to the department's prevention of or response to previously benign aquatic nuisance species. Authorizes the department to prevent or respond to threats from aquatic nuisance species from all discharges incidental to the normal operation of a vessel, not just ballast water and hull fouling.
Establishes the Institute of Indigenous Education, Science, and Outreach within the University of Hawaiʻi at Hilo.
Increases the percentage of the Land Conservation Fund that may be used for costs related to the operation, maintenance, and management of lands acquired by the fund. Increases the maximum dollar amount of the conveyance tax distribution to the Land Conservation Fund. Appropriates funds from the Land Conservation Fund for the resource land acquisition.
Requires the Department of Land and Natural Resources to approve or deny an application for a special activity permit for aquatic research within ninety days from the date that it was submitted. Appropriates an unspecified amount of funds for the establishment of two full-time equivalent (2.0 FTE) positions within the Division of Aquatic Resources to support the special activity permit review process. Amends the definition of "historic property" to require that the property meets the criteria for inclusion in the Hawaiʻi Register of Historic Places or has important value to Native Hawaiians or other ethnic groups of the State due to associations with cultural practices once carried out, or still carried out, at the property or associations with traditional beliefs, events, or oral accounts that are important to history, traditional practices, and cultural identity. Excludes from any waiting list maintained by the Department of Hawaiian Home Lands any lessee or successor who sells or transfers their lease on a tract of Hawaiian home lands for personal gain. Establishes that the Hawaiian Homes Commission shall have a right of first refusal for the sale or transfer of a lessee's interest in the lease when the sale or transfer is for personal gain. Takes effect 3/22/2075. (SD2)
Establishes within the Department of Health, a three-year Cesspool Conversion Financial Assistance Pilot Program to provide financial assistance to owners of cesspools located in the county of Maui to upgrade or convert their cesspools to a wastewater system approved by the Director of Health or connect them to a sewerage system. Requires the Department of Health to adopt rules and submit a report to the Legislature. Appropriates funds.
Repeals the requirement for Board of Land and Natural Resources approval for lease extensions in the Hilo Community Economic District. Requires the Department of Land and Natural Resources to use the current tax assessed value when offering lease extensions to lessees. Requires all applications to the Department of Land and Natural Resources for an extension of fixed rental periods or lease terms to be made within 180 days and confirm lease extensions.
