Beginning with the 2024-2025 school year, requires the Department of Education to include the teaching of financial literacy in the personal transition plan requirement for each student.

Authorizes the issuance of general obligation bonds and appropriates funds for capital improvement projects for the benefit of the First Senatorial District.
Authorizes the Department of Land and Natural Resources to establish limited-entry commercial fisheries for fisheries that are not subject to federal fisheries regulations, when appropriate or necessary to ensure sustainable fisheries for two species of fish -- uhu and kala. Requires the Department to obtain community feedback and report annually to the Legislature. Sunsets 6/30/2028. Effective 6/30/3000. (HD1)
Establishes the Aquaculture Development Branch within the Department of Business, Economic Development, and Tourism. Transfers the rights, powers, functions, duties, employees, and other capital of the Aquaculture and Livestock Services Branch of the Department of Agriculture to the new Aquaculture Development Branch. Makes appropriations.
Requires certain amounts of child support moneys collected by the Department of Human Services for public assistance of a child to pass through to the family receiving public assistance. Requires the Department of Human Services to disregard passed-through child support payments when calculating the income of an applicant for or recipient of public assistance. Increases the maximum fine for an employer who discharges from employment, refuses to employ, or takes disciplinary action against a noncustodial parent subject to income withholding or who fails to comply with an order of assignment of future income to pay child support. Appropriates funds.
Appropriates funds to the Department of Land and Natural Resources to restore and restock fishponds by providing fingerlings and limu and establishing one full-time equivalent (1.0 FTE) aquaculture coordinator biologist VI position. Effective 6/30/3000. (HD1)
Establishes a temporary public land trust working group within the Office of the Governor for administrative purposes only. Provides that the working group's sole purpose shall be to compile a definitive inventory of public land trust lands. Authorizes the working group to hire staff. Appropriates moneys to the Office of Hawaiian Affairs to be used for making repairs to bulkheads and revetments located in certain parcels conveyed to the Office and for certain construction costs for the development of Kukaniloko. Requires and appropriates moneys for the Office of Hawaiian Affairs to conduct a programmatic environmental impact statement for any development projects within the Kakaako Makai area of the public land trust. Requires the court to appoint counsel to indigent parents upon the filing of a petition for custody or family supervision and make every effort to do so at the first hearing attended by the parents.
Requires the Board of Education to include in its curriculum a unit of instruction studying the events of Asian American history. Requires the Superintendent of Education to prepare and make available to all school complex areas instructional material that shall be the guidelines for development of the Asian American history education in each school and monitor compliance. Requires that each school complex area determines the minimum amount of instructional time that qualifies as a unit of instruction in Asian American history. Requires Asian American history to be taught in each public school commencing the 2023-2024 school year.
Beginning 1/1/2024, requires rental kayaks to be registered and numbered with the Department of Land and Natural Resources and have the identification number affixed to the rental kayak. Requires the Department to establish fees for registration and registration renewal of rental kayaks. Effective 7/1/2050. (SD1)
