Beginning 1/1/2024, requires the department of business, economic development, and tourism to administer a workforce development incentive rebate program that incentivizes local independent film and television productions.

Appropriates funds for the Kahoolawe Island Reserve Commission and to fund three full-time equivalent (3.00 FTE) permanent positions for the Kahoolawe Island Reserve Commission. Effective 7/1/2050. (SD1)
Establishes additional exclusions from the definition of "development" as it applies to special management areas to reduce the need for special management area permits for certain activities. Repeals the 7,500 square foot threshold for single-family residence and authorizes the counties to further define single-family residence by ordinance for purposes of "development". Amends Act 257, Session Laws of Hawaiʻi 2022, to authorize the School Facilities Authority to provide affordable housing to Department of Education teachers.
Converts the human trafficking victim services fund to a human trafficking reparations fund. Revises the purposes for the monies in the fund to provide direct financial assistance to victims of trafficking.
Requires the maintenance of at least three hundred parking stalls at Ala Wai Boat Harbor at no cost for recreational ocean access and for the practice of traditional and customary Native Hawaiian rights. Effective 7/1/2050. (SD1)
Makes an appropriation to the Department of Transportation to implement the recommendations of the statewide Mobility Management Task Force, established pursuant to Act 214, Session Laws of Hawaiʻi 2013, in consultation with the Aging and Disability Resource Center of the Executive Office on Aging and other stakeholder groups. Requires the department of land and natural resources to prepare plans and a program to facilitate voluntary relocation of Presidential development away from areas at risk of sea level rise. Establishes the sea level rise relocation special fund. Requires the department of land and natural resources to complete and maintain a current inventory of all public lands that are located outside the sea level rise exposure and special flood hazard areas. Allows the exchange of public land for private lands for the transfer of development rights or land exchanges to relocate private development away from high risk areas. Expands the climate change adaptation priority guidelines. Appropriates funds.
Prohibits the sale of farm raised fish and wild fish and shellfish without a label stating where the seafood was landed.
