Requires the Auditor to conduct a performance audit of the Department of Land and Natural Resources' State Historic Preservation Division.
Authorizes the department of land and natural resources to issue special activity permits for the purpose of recognizing and protecting individuals exercising their Native Hawaiian traditional and customary rights.
Establishes an inter-division program between the State Historic Preservation Division, Land Division, Office of Conservation and Coastal Lands, Island Burial Councils, and the Office of Hawaiian Affairs that addresses the location, movement, and restoration of Hawaiian burial sites or ‘iwi, exposed or likely to be exposed to coastal erosion. Allows the Department of Education to create temporary positions under certain conditions. Amends the requirement that the Department of Education report the creation of temporary positions to the Department of Budget and Finance by requiring that the report also be sent to the Legislature.
Exempts services provided by a hospital, infirmary, medical clinic, health care facility, pharmacy, or licensed medical practitioner from the general excise tax.
Requires the Office of Planning and Sustainable Development to conduct a study to assess the possible implementation of widescale agrivoltaic adaptation and use statewide. Requires the Office of Planning and Sustainable Development to submit a report to the Legislature. Establishes one full-time equivalent (1.0 FTE) position. Appropriates funds. Effective 7/1/2050. Appropriates funds to the Department of Business, Economic Development, and Tourism and Department of Land and Natural Resources to improve Native Hawaiian communities and culture through various assistance services. Effective 6/30/3000. (HD1)
Beginning with the - school year, requires public high schools to start at 9:00 a.m. and public elementary and middle schools to start no earlier than 8:30 a.m. Requires the Department of Education to adjust state-provided bus and school meal schedules accordingly.
