RELATING TO CONSERVATION MITIGATION BANKS.

Authorizes the Department of Land and Natural Resources to establish and operate conservation mitigation banks to restore, create, enhance, or preserve conservation habitats or resources as compensatory mitigation. Authorizes the Department of Land and Natural Resources to contract a third-party administrator for the operation of the mitigation banks. Clarifies the sale of credits involved in conservation mitigation banking. Defines "conservation mitigation bank".

RELATING TO CHILD SUPPORT.

Requires certain amounts of child support moneys collected by the Department of Human Services for public assistance of a child to pass through to the family receiving public assistance. Requires the Department of Human Services to disregard passed-through child support payments when calculating the income of an applicant for or recipient of public assistance. Increases the maximum fine for an employer who discharges from employment, refuses to employ, or takes disciplinary action against a noncustodial parent subject to income withholding or who fails to comply with an order of assignment of future income to pay child support. Makes an appropriation.

RELATING TO THE GENERAL EXCISE TAX.

Exempts medical and dental services provided by health care providers to patients who receive Medicaid, Medicare, or TRICARE benefits from the general excise tax. Applies to taxable years beginning after 12/31/2024.

RELATING TO GENERAL EXCISE TAX.

Provides a general excise tax exemption on gross proceeds received from the construction, sale, or installation of electrical vehicle charging infrastructure in certain circumstances. Repeals on 1/1/2030.

RELATING TO A VISITOR IMPACT SPECIAL FUND.

Establishes the Visitor Impact Special Fund to be administered by the Department of Land and Natural Resources. Declares that the general fund expenditure ceiling is exceeded. Appropriates funds for the Visitor Impact Special Fund and establishment of positions to develop the Visitor Impact Special Fund.

MAKING AN APPROPRIATION TO IMPLEMENT THE RECOMMENDATIONS OF THE TASK FORCE ON MOBILITY MANAGEMENT ESTABLISHED PURSUANT TO ACT 214, SESSION LAWS OF HAWAII 2013.

Appropriates funds to the Department of Transportation to implement the recommendations of the statewide Mobility Management Task Force established pursuant to Act 214, Session Laws of Hawaiʻi 2013, in consultation with the Aging and Disability Resource Center of the Executive Office on Aging and other stakeholder groups.

RELATING TO DECLARATION OF WATER SHORTAGE AND EMERGENCY.

Amends the conditions, manner, and areas in which the Commission on Water Resource Management of the Department of Land and Natural Resources can declare and provide notice of water shortages and emergencies.

RELATING TO ENVIRONMENTAL IMPACT STATEMENTS.

Exempts the proposed drilling, construction, or use of a well and well appurtenances on lands leased from the Department of Agriculture from environmental review requirements, provided that the land is being used to support agriculture and food production.
