For taxable years beginning after 12/31/2024, provides an aquaculture investment tax credit for investments into a qualified aquaculture business.
Requires each motor vehicle insurance policy to cover the replacement cost of a child passenger restraint system damaged during a collision for which liability coverage under the policy is applicable.
Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation to the Department of Agriculture Aquaculture and Livestock Services Support Branch to host an agrifood and aquaculture summit in Kona in 2025.
Removes the Director of Business, Economic Development, and Tourism from membership on the Hawaiʻi Tourism Authority Board.

Makes an appropriation to the University of Hawaiʻi College of Tropical Agriculture and Human Resources for the establishment of two full-time equivalent (2.0 FTE) extension agent positions to support the 4-H Youth Development Program and intergenerational programming in Kona, Hawaiʻi County, and Lihue, Kauai County. Declares that the general fund expenditure ceiling is exceeded.
Appropriates funds for salaries and fringe benefits of positions for the University of Hawaiʻi Institute for Astronomy's Space Sciences Workforce Development Program, Maunakea Scholars Program, and Akamai Internship Program. Appropriates funds for office equipment and supplies for the Maunakea Scholars Program and Akamai Internship Program.
Establishes the Institute of Indigenous Education, Science, and Outreach within the University of Hawaiʻi at Hilo.
Authorizes the use of special land and development fund moneys to eradicate or mitigate invasive species and install and maintain safety improvements on improved lands that provide lease revenue to the Department of Land and Natural Resources and that have significant cultural or historic value. Appropriates moneys out of the special land and development fund.
Authorizes the Department of Accounting and General Services to directly hire persons exempt from civil service and collective bargaining requirements. Exempts DAGS employees from civil service.
