RELATING TO REVOCABLE PERMITS.

Requires the Department of Land and Natural Resources to obtain approval from the Board of Land and Natural Resources before taking any action on a revocable permit. Prohibits tenant eviction in the year of renewal or during the renewed year. Takes effect 7/1/2050. (SD1)

RELATING TO ADAPTATION PATHWAYS PLANNING.

Expands the authority of the State and counties to develop adaptation pathways plans to modify and relocate infrastructure away from critically threatened areas to locations outside sea level rise and coastal flooding exposure areas. Declares that the general fund expenditure ceiling is exceeded. Appropriates funds. Takes effect 7/1/2050. (SD1)

RELATING TO ECONOMIC DEVELOPMENT.

Requires the Department of Labor and Industrial Relations to establish a three-year child care pilot grant program to provide grants to employers to assist in offering child care or caregiving support for their employees.

RELATING TO ELECTRIC GRID RESILIENCY.

Establishes a Homeland Security and Resiliency Council to assess the resilience of the State's electric grid and other critical infrastructure to natural disasters and other emergencies and make recommendations. Requires the Council to report to Legislature. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation. Takes effect 1/1/2042. (SD1)

RELATING TO FIRE CODE.

RELATING TO HAZARD MITIGATION.

Extends the right to enter private property and remove or stabilize natural hazards that are at risk of harming the public or other properties to the county in which the private property is located and that county's respective mayor.

RELATING TO NATURAL RESOURCE MANAGEMENT.

Clarifies that the Board of Land and Natural Resources' authority shall supersede the Mauna Kea Stewardship and Oversight Authority for all lands designated under the state conservation district; provided that the Board of Land and Natural Resources upholds its affirmative and non-transferable duty to protect the traditional and customary rights of native Hawaiians as articulated in Article 7 of the Hawaiʻi State Constitution. Clarifies that the natural resource management enforcement and emergency response of Mauna Kea lands shall remain the responsibility of the Division of Conservation and Resources Enforcement of the Department of Land and Natural Resources. Requires the Department of Health to amend its shellfish sanitation administrative rules based on the United States Department of Agriculture's 2019 National Shellfish Sanitation Program model ordinance.

RELATING TO TORT LIABILITY.

Clarifies that persons or minors that enter private property with or without charge by a landowner for recreational purposes have no cause of action, unless exempted under law. Requires a court to award attorneys' fees and costs to landowners if plaintiffs bring unreasonable claims. Establishes as a matter of law, persons or minors participating in outdoor recreational activities accept the inherent dangers in the activities.
