RELATING TO HISTORIC PRESERVATION.

Appropriates funds to the Department of Land and Natural Resources to inventory historic properties and burial sites in the State, collect data on burial site locations, and conduct an archaeological surface survey. RELATING TO PUBLIC LANDS.

Requires the Board of Land and Natural Resources to utilize the current taxed assessed value for lease extensions. Requires all applications to the Board of Land and Natural Resources for an extension of fixed rental periods or lease terms to be made within 180 days and confirm lease extensions. RELATING TO BURIAL SITES.

Establishes an inter-division program within the Department of Land and Natural Resources consisting of the State Historic Preservation Division, Land Division, Office of Conservation and Coastal Lands, Island Burial Councils, the Office of Hawaiian Affairs, and Aha Moku that addresses the location, movement, and restoration of Hawaiian burial sites or ‘iwi, exposed or likely to be exposed to coastal erosion. RELATING TO AGRICULTURAL LAND USE POTENTIAL.

Requires the Department of Agriculture to: (1) identify and evaluate each parcel of certain state-owned lands; and (2) contract a third-party entity to compile a report evaluating the agricultural land use potential of each parcel of state-owned lands greater than five acres, excluding commercial, residential, and department of education lands. RELATING TO THE BOARD OF LAND AND NATURAL RESOURCES.

Limits the discretion of the Land Division of the Department of Land and Natural Resources by requiring the Board of Land and Natural Resources to approve all revoked, limited, condemned, removed, or modified public land leases or revocable permits. Takes effect 7/1/2050. (SD1)

RELATING TO HISTORIC PRESERVATION.

Extends the sunset date for the Historic Preservation Tax Credit to December 31, 2030, and incrementally increases the cap on the total tax credits from $1,000,000 in the 2025 taxable year to $4,000,000 in the 2030 taxable year. Takes effect 7/1/2050. (SD1)
