RELATING TO HISTORIC PRESERVATION.

Appropriate funds into and out of the Hawaii Historic Preservation Special Fund for the State Historic Preservation Division to inventory historic properties and burial sites in the State, collect data on burial site locations, and conduct an archaeological survey necessary to compile the inventory. RELATING TO NURSING.

Requires the State Board of Nursing to identify one facility in each of the counties of Hawaii, Kauai, and Maui that has the capability to establish a Pearson VUE Authorized Test Center as a test site to administer a National Council Licensure Examination for nurses; equip each facility identified with the technical and facility requirements necessary for a Pearson VUE Authorized Test Center; and submit an application for each facility to Pearson Education, Inc. to be authorized and contracted as a Pearson VUE Authorized Test Center. Requires a report to the Legislature. Effective 12/31/2050. (SD1)

RELATING TO BURIAL SITES.

Establishes an inter-division program within the Department of Land and Natural Resources consisting of certain agencies to address the location, movement, and restoration of Hawaiian burial sites or ‘iwi, exposed or likely to be exposed by coastal erosion. RELATING TO CLIMATE CHANGE.

Transfers the Hawaii Climate Change Mitigation and Adaptation Commission from the Department of Land and Natural Resources to the Office of Planning and Sustainable Development for administrative purposes. Removes the manager of the Coastal Zone Management Program from the Commission. Adds a representative from the University of Hawaii to the Commission. Effective 1/1/2050. (SD1)

RELATING TO REDRESS FOR WRONGFUL CONVICTION AND IMPRISONMENT.

Requires the Department of Corrections and Rehabilitation to provide written notice to certain persons regarding the ability to file a claim for redress under applicable wrongful conviction law. Requires the liberal construction of that law. Changes the standard for a claim for compensation for wrongful imprisonment from actual innocence to grounds consistent with innocence. Provides for advance compensation for petitioners under certain circumstances. Requires the State to prove, for claims for compensation for wrongful imprisonment, that the reversal or vacating of the petitioner's conviction or pardoning of the petitioner was inconsistent with innocence. Requires reports to Legislature from the Department of the Attorney General. (SD1)

RELATING TO TRANSPORTATION.

Increases the caps for the total contract value for any one Capital Advancement Contract (CAC) and the total aggregate value of CACs in a fiscal year entered into by the Department of Transportation with private parties for harbor improvements. Requires annual reports to the Legislature. Effective 7/1/2050. (SD1)

RELATING TO WATER CATCHMENT SYSTEMS.

Establishes a Business Activity Water Catchment System Working Group within the Department of Health to assess the feasibility of allowing business owners in the State to utilize filtered water collected by water catchment systems for business activities. Requires the Business Activity Water Catchment System Working Group to report its findings and recommendations to the Legislature before the Regular Session of 2027 and dissolve on 6/30/2027. Appropriates funds. Effective 12/31/2050. (SD1)
