RELATING TO HEARING AIDS.

Requires health insurance policies and contracts issued on or after 1/1/2026 to provide optional coverage for the cost of hearing aids at a minimum $1,500 per hearing aid for each hearing-impaired ear every thirty-six months. Effective 7/1/2050. (SD2)

RELATING TO SERVICE ANIMALS.

Requires sellers or providers of emotional support animals, as well as those issuing verifications of a disability related need for an emotional support animal, to provide written notice to the buyer or recipient containing certain information. Requires persons or businesses that sell or provide certificates, vests, or identification tags that identify an animal as an emotional support animal to provide written notice to the buyer or recipient containing certain information. RELATING TO CONSUMER PROTECTION.

Prohibits the sale of tickets at higher price than the original price charged by the primary venue ticket provider for events held in the State. Repeals provisions relating to ticket brokers. Effective 7/1/2050. (SD2)

RELATING TO INSURANCE.

Allows authorized insurers in the State to offer building and hurricane damage insurance for condominium buildings at a lesser rate than the building's prior surplus lines insurance policy for the same coverage. Effective 7/1/2050. (SD1)

RELATING TO CONDOMINIUMS.

Establishes processes and requirements for associations to impose fines against unit owners, tenants, and guests for violations of the declaration, bylaws, or house rules. Prohibits associations from charging attorneys' fees with respect to any fines that are not deemed collectable. Effective 7/1/2050. (SD2)

RELATING TO ARTIFICIAL INTELLIGENCE.

Establishes and appropriates funds to establish the Aloha Intelligence Institute within the University of Hawaii to develop, support, and advance artificial intelligence initiatives statewide. Requires reports to the Legislature. Effective 7/31/2050. (SD1)

RELATING TO ARSON.

Authorizes periods of imprisonment for individuals with previous arson convictions. Authorizes additional penalties for arson crimes that endanger vulnerable areas. Requires restitution for victims of arson who experienced property damage. Effective 7/1/2077. (SD1)

RELATING TO HEALTHY WORKPLACES.

Prohibits any employer or employee from subjecting an employee to abusive conduct. Requires employers and certain employees to take all reasonable preventative and responsive measures to ensure a safe work environment free of abusive conduct. Prohibits employers and certain employees from taking retaliatory actions against employees who engage in certain protected acts. Establishes a penalty, private cause of action, and remedies. Requires the Department of Labor and Industrial Relations to adopt rules.

RELATING TO THE DEPARTMENT OF AGRICULTURE.

Establishes a pilot program within the Department of Agriculture to determine feasibility and prepare an environmental impact statement to drill non-potable water wells on individual parcels at Panaewa agricultural park and Panaewa farm lots. Requires DOA to consult and coordinate with the Department of Hawaiian Home Lands on the location and distribution of water from the wells before and after the completion of the EIS. Appropriates funds. Effective 7/1/2050. (SD1)
