Legalizes, regulates, and taxes cannabis and manufactured cannabis products for responsible, adult use. Exempts sales of cannabis and manufactured cannabis products for medical use from the general excise tax. Clarifies that qualifying out-of-state patients have the same rights and privileges under the medical cannabis law. Allows qualifying out-of-state patients to cultivate medical cannabis.
Directs the Department of Education to enforce the prohibition on excessive motor vehicle idling, develop pick-up and drop-off procedures at schools to minimize child exposure to exhaust fumes, and collaborate with the Department of Health and the Hawaii State Energy Office to create the "Bridle the Idle" campaign to educate people on the harmful effects of idling as well as its illegality.
Appropriates funds to extend the higher and continuing education program at women's community correctional center to support. Provides funding for incarcerated women to become general education development (GED) tutors to peers, college correspondence courses, re-entry and transitional services, and continuation of the program at Windward Community College.
Requires each county's Director of Finance, in consultation with the County Examiner of Drivers, to establish an Interpreter Services Program to assist Compact of Free Association citizens with utilizing the services provided by the Department of Motor Vehicles of each county. Appropriates funds.

Requires the department of education to offer training for teachers, educational officers, and school-based behavioral health specialists on sex trafficking prevention and response.
Requires counties to establish expedited procedures to approve demolition permits for vacant and abandoned residential homes. Allows the Department of Taxation to seek sale of the property through nonjudicial foreclosure of vacant and abandoned residential properties with outstanding recorded state tax liens at any time after establishing vacancy and abandonment.
Establishes the early childhood education scholarship program within the University of Hawaii to assist students with school tuition in return for a service commitment to teach in a preschool classroom of the executive office on early learning public prekindergarten program. Appropriates funds.
Excludes Supplemental Nutrition Assistance Program-eligible grocery staples from general excise tax assessment.
