Requires the Department of Education to provide to the Legislature and publish on the department's website an annual summary of the Federal Impact Aid owed and paid by the United States Department of Defense.

Requires each house of the State Legislature to establish procedures that enable the Legislature to live broadcast all legislative committee hearings via the Internet; enable the public to present oral testimony remotely at legislative committee hearings by use of interactive conference technology; and enable the Legislature to electronically record legislative committee hearings and make the recordings accessible to the public. Defines interactive conference technology.
Changes the Electronic Waste and Television Recycling and Recovery Act to the Electronic Device Recycling and Recovery Act. Establishes electronic device manufacturer recycling goals and record keeping and reporting requirements for manufacturers and collectors. Requires collectors to register with the department of health. Amends and repeals various definitions, including repealing "covered electronic device" and "covered television" and creating a new "electronic device" definition. Expands the recycling and collection requirements of televisions to all electronic devices. Requires the recycling electronic device program to include, among other things, a description of the methods for the convenient collection of electronic devices.
Removes psilocybin and psilocyn from the list of Schedule I substances. Requires the Department of Health to establish designated treatment centers for the therapeutic administration of psilocybin and psilocyn. Establishes a review panel to review and assess the effects of this measure and submit reports to the Legislature.
Specifies the conditions under which law enforcement officers may deploy electric guns when acting within the course of employment. Requires law enforcement agencies to establish policies and provide training relevant to compliance with the conditions.
Amends the requirements for applicants to lease public lands for farming by lowering the number of years an individual must earn income for farming and eliminating requirements for certain young farmers to have years of farming experience prior to applying for a lease.
Beginning with the 2023-2024 school year, requires the Department of Education to include the teaching of financial literacy in the personal transition plan requirement for each student.

Makes appropriations to fund the positions.
Establishes an exemption from state income tax for the first $100,000 of income derived from taro, taro products, and land used to produce taro if the total amount of land used to cultivate taro in Hawaii does not exceed thirty thousand acres at any point in the year.
