Requires the Hawaii Health Systems Corporation to create a plan to incorporate modern computed tomography equipment at Kau Hospital by July 1, 2024. Requires a report to be delivered to the legislature no later than twenty days prior to the convening of the Regular Session of 2023.
Requires the preparation of an environmental impact statement for actions that propose the installation or replacement of synthetic turf on an area of 1,000 square yards or larger. Defines synthetic turf.
Requires the Hawaii health systems corporation to partner with a non-profit organization in the Kau district in the county of Hawaii, such as the Kau Rural Health Community Association, Inc., in order to conduct a needs assessment to determine the demand for and access to urgent care and outpatient behavioral health services in the Kau district. Requires the Hawaii health systems corporation to report its findings and recommendations to the 2023 legislature.
Designates the ohia lehua (metrosideros polymorpha) as the official state native tree of Hawaii.
Clarifies that the request for dedication of infrastructure is to connect an eligible affordable housing's infrastructure to the county's infrastructure. Authorizes a licensed private building inspector, contracted by the State or county, to certify compliance with county standards. Establishes that dedication of infrastructure is deemed to have taken place if not accepted or rejected by the county within 60 days.
Requires employers to provide a minimum amount of paid sick leave to employees to be used to care for themselves or a family member who is ill or needs medical care and supplemental paid sick leave to employees under certain public health emergency conditions.
Establishes a collective bargaining unit for graduate assistants employed by the University of Hawaii. Repeals the mandatory arbitration requirement for collective bargaining units (2), (3), (4), (6), (8), (9), (13), (14), and (15). Appropriates moneys.
Prohibits the operation of all field-constructed storage tanks. Defines "field-constructed tank" to mean any tank constructed or manufactured in the field, including concrete tanks poured in the field or constructed in the field from steel or fiberglass.
Amends definition of "renewable energy" to exclude trees, wood pellets, and other wood products made for burning.
