Requires for each draft environmental assessment and draft environmental impact statement a public hearing in the community directly affected by the underlying proposed action.

Requires the court to automatically seal or remove from the Judiciary's publicly accessible database any information relevant to the arrest or case of a person for whom an expungement order has been entered. Requires the Judiciary and the Examiner of Drivers to no longer include dismissed traffic citations in public driver's records.
Mandates the legislature to raise and allocate sufficient funding to provide a quality public education to the students of Hawaii. Establishes a base rate of funding allocation equal to at least the average of the operating budgets of the five school districts nationwide with the most comparable consumer price indices, most recently calculated by the United States Bureau of Labor Statistics, when calculated on a per-pupil basis.
Establishes definitions of "immediate harm" and "protective custody warrant" for the purpose of the Child Protective Act. Requires a police officer who assumes protective custody of a child who is subject to immediate harm to provide a written report detailing the observations justifying the immediate removal to the department within twenty-four hours of assuming custody of the child. Requires a copy of the police report to be provided to the parents of the child and to the court. Requires the Department of Human Services to provide written notice to a parent of the parent's right when conducting an investigation regarding a child who has been harmed or may be subject to imminent or threatened harm.
Prohibits the State from leasing any public lands to any individual, corporation, or federal agency who is in arrears in the payment of taxes, rents, or other obligations owed to the State or any county. Prohibits the State from leasing any public lands, or extending the lease of any public lands, to any individual, corporation, or federal agency that is in arrears in the payment of certain moneys to the State, noncompliant with a consent decree or memoranda of agreement with the State that requires environmental maintenance or remediation with regard to the subject public lands, or convicted of a crime. Requires certification by the Office of the Governor before the issuance or extension of any federal lease that the individual, corporation, or federal agency is in good standing with the State. Provides that, if any existing lessee of public lands is found by the state agency managing the lease not to be in good standing with the State as of the effective date of this Act, the lessee shall have 3 years, or until the end of the lease term, whichever is sooner, to correct the violation or the lease shall be terminated.
Increases the advance disposal fee collected on glass containers. Removes the exemption for glass deposit beverage containers.
Requires counties to affirmatively further fair housing and conduct certain assessments to combat discrimination and overcome patterns of segregation. Requires counties to amend their general plans to accommodate housing-related policies adopted pursuant to this Act.
Prohibits dispositions that authorize diverting water from East Maui county streams for commercial purposes, except for existing water uses by the Maui County Department of Water Supply.
Establishes a surcharge equal to twenty-five per cent of the net proceeds from the sale of certain residential property within a period of five years after the date of purchase if the owner is ineligible for a county homeowner's exemption on property tax.
Allows Hawaii taxpayers to claim a refundable transient accommodations tax credit against the taxpayer's individual income tax liability.
