RELATING TO NOISE POLLUTION.

Establishes the noise pollution task force within the Department of Health to investigate noise pollution and provide recommendations on how to better regulate excessive noise pollution throughout the State, from both stationary and non-stationary sources. Appropriates funds. (SD1)

RELATING TO AIRCRAFT NOISE.

Requires the Department of Transportation to specify rules, procedures, standards, and enforcement for mandatory noise abatement as part of the Tour Aircraft Operators Permit.

RELATING TO WAGE AND HOURS OF EMPLOYEES ON PUBLIC WORKS.

Creates an exception to the statutory requirement that overtime compensation be paid for work performed for certain State public work projects on Saturdays, Sundays, and State holidays. Specifically, when an applicable collective bargaining agreement permits, overtime compensation is not required for work performed on a Saturday of a week during which a condition or circumstance beyond the control of the contractor prevented workers from working for eight hours on one or more of the regularly scheduled Monday through Friday workdays, and the total hours of work performed on the project during the workweek by the worker has not exceeded forty hours. Appropriates funds. Effective 7/1/2050. (SD1)

RELATING TO WAIAKEA PENINSULA REDEVELOPMENT.

Establishes the Waiakea Peninsula Redevelopment District and Waiakea Redevelopment Planning Committee for the redevelopment of public lands on the Waiakea Peninsula. Makes an appropriation. Takes effect 7/1/2050. (SD1)

RELATING TO A FOOD HUB PILOT PROGRAM.

Requires the Department of Agriculture to establish a five-year food hub pilot program to increase access to local food. Provides for the award of grant funding to qualified applicants wishing to establish or expand a food hub. Requires reports to the Legislature. Makes an appropriation.

Creates a three-year pilot program within the Department of Transportation that requires procurement of professional services from construction management consultants using the competitive sealed bidding and competitive sealed proposals methods of procurement. RELATING TO KANEOHE BAY.

Prohibits commercial ocean use activity at Kaneohe Bay or within 1,000 feet of the bay without a permit from the Department of Land and Natural Resources. Expands commercial ocean use activities requiring a permit to include those involving kayaks, canoes, surfboards, sailboards, dive tours, and fishing tours. Takes effect 7/1/2050. (SD1)
