Exempts any person who has reached the age of sixty-five from the requirement of having a debilitating medical condition to be eligible for the use of medical cannabis. Effective 1/1/2050. (SD1)

Authorizes issuance of general obligation bonds for replacements to the water capturing system in the Hilo Water Treatment Plant to capture recycled water, natural gases, and fertilizer for agricultural purposes.
Requires underground storage tank permit applicants to submit contingency plans for worst case scenarios. Requires a public hearing to be held prior to permit approval. Requires an applicant to be in good standing before receiving a permit approval. (SD1)
Establishes the one shared health vision plan with a pilot program to be in Hawaii county. Requires the Office of Primary Care and Rural Health to facilitate discussions with key community health and social service organizations within Hawaii county to address the health and wellness needs of the most vulnerable by aligning the goals and objectives of key organizations into a 2030 one shared health vision plan. Requires a report to the Legislature. Effective 1/1/2050. (SD1)
Establishes "Employment First"--defined as the competitive employment and full inclusion of persons with a disability in an integrated setting as a first and preferred option for employment services--as a policy of the State and counties. Requires state and county agencies to implement this policy in hiring practices and all programs and services administered or funded by the State or counties. Requires the Department of Human Services to apply Employment First principles to Medicaid home and community-based services programs. Effective 12/31/2050. (SD1).
Amends the definition of "capital investment costs" to include the planting of trees having an expected lifespan of at least 15 years.
Appropriates funds to the University of Hawaii Maui College for the relocation of the University of Hawaii Maui College, Molokai Education Center. (SD1)
Requires the Office of Enterprise Technology Services to establish a working group to conduct a study to identify state office buildings that can provide equitable telecommunication access to allow residents of the counties of Hawaii, Kauai, and Maui, and rural areas of the City and County of Honolulu, including residents with disabilities, to participate remotely in legislative hearings. Requires a report to the Legislature. Dissolves the working group on 6/30/2023. (SD1)
Codifies sustainable development goals based on the United Nations' Global Goals and indicators.
Requires the Disability and Communication Access Board to develop and publish accessibility standards for electronic information technology for individuals with disabilities by December 31, 2022. Requires each state entity to revise its existing procurement and development rules, policies, and procedures to incorporate the accessibility standards within six months of publication.
