RELATING TO THE PROTECTION OF TARO.

Creates a classification of agricultural public lands entitled "taro lands". Appropriates funds to the Land Use Commission to create an inventory of lands classified as taro lands. Effective 7/1/2050. (SD2)

RELATING TO HEALTHCARE PRECEPTORS.

Amends the definition of "preceptor" and "volunteer-based supervised clinical training rotation" to improve accessibility for providers to receive income tax credits for acting as preceptors. Includes the Director of Health on the Preceptor Credit Assurance Committee. (SD2)

RELATING TO SEARCH AND RESCUE.

Requires government entities to seek reimbursement for search and rescue expenses for persons who require rescue after leaving a hiking trail to enter a prohibited area or hiking on a trail closed to the public. Effective 7/1/2050. (SD2)

RELATING TO TELEHEALTH.

Clarifies reimbursement for services provided through telehealth via an interactive telecommunications system. Defines "interactive telecommunications system". Clarifies that, for services furnished for purposes of diagnosis, evaluation, or treatment of a mental health disorder to a patient in their home, interactive telecommunications may include audio-only communication in certain circumstances. Repeals 07/01/2027. Effective 01/01/2050. (SD2)

PROPOSING AN AMENDMENT TO ARTICLE I OF THE CONSTITUTION OF THE STATE OF HAWAII TO RECOGNIZE AND PROTECT THE INHERENT AND INALIENABLE RIGHT OF ALL PEOPLE TO CLEAN WATER AND AIR AND HEALTHY ECOSYSTEMS, INCLUDING CLIMATE, AND TO THE PRESERVATION OF THE NATURAL, CULTURAL, SCENIC, AND HEALTHFUL QUALITIES OF THE ENVIRONMENT.

Proposes a constitutional amendment that ensures that the fundamental right of the people, including future generations, to clean water and air, a healthful environment and climate, healthy native ecosystems, and beaches, shall be protected and shall not be infringed. (SD1)

RELATING TO SUNSCREEN.

Prohibits, beginning 1/1/2023, the sale, offer for sale, or distribution in the State of any sunscreen that contains active ingredients that are not generally recognized as safe and effective by the Food and Drug Administration, without a prescription issued by a licensed health care provider. Effective 1/1/2050. (SD1)

RELATING TO HEALTH CARE.

Establishes the Rural Health Task Force within the Department of Health to make recommendations on registered nurse recruitment and retention in rural areas of east Maui, Molokai, and Lanai. Effective 1/1/2050. (SD1)
