RELATING TO COURT-APPOINTED ATTORNEYS.

Requires the court to appoint counsel to indigent parents upon the filing of a petition for custody or family supervision and make every effort to do so at the first hearing attended by the parents. (SD1)

RELATING TO HEALTH.

Authorizes advanced practice registered nurses, in addition to physicians, to practice medical-aid-in-dying in accordance with their scope of practice and prescribing authority. Authorizes licensed psychiatric mental health nurse practitioners, clinical nurse specialists, and marriage and family therapists, in addition to psychiatrists, psychologists, and clinical social workers, to provide counseling to a qualified patient. Strengthens nondisclosure protections. Reduces the mandatory waiting period between oral requests from twenty days to fifteen days. Waives the mandatory waiting period for those terminally ill individuals not expected to survive the mandatory waiting period. Effective 1/1/2050. (SD2)

RELATING TO FOOD ASSISTANCE.

Appropriates moneys to fund the operating expenses of the four Hawaii food banks contracted by the Office of Community Services to administer The Emergency Food Assistance Program in each of the State's counties. Effective 12/31/2050. (SD1)

RELATING TO COMMON INTEREST COMMUNITIES.

Prohibits planned community associations, condominium associations, or their boards of directors from expending association funds to enforce de minimis violations of association bylaws, rules, or regulations that result in not more than three complaints from separate units within a calendar year or result in a fine of not more than $500 per violation pursuant to the bylaws, rules, or regulations. RELATING TO THE PROTECTION OF TARO.

Prohibits the Board of Land and Natural Resources, in declaring residential development areas and acquiring lands therein, from disturbing certain wetland taro lands and infrastructure on undeveloped lands within the conservation district established pursuant to Chapter 205, Hawaii Revised Statutes. Establishes a fourth class--taro lands classification for public lands. Permits structures for lo‘i taro fields in the agricultural district. Establishes growth and perpetuation of traditional Hawaiian crops as a goal of the State Planning Act. Authorizes the Land Use Commission, with the Taro Security and Purity Task Force, to create an inventory of taro lands. Effective 7/1/2050. (SD2)

RELATING TO CONDOMINIUMS.

Requires condominium associations to allow members or their proxies to vote by mail and attend and cast votes in association meetings through the Internet, teleconference, or other electronic transmission technology. Ensures the provision of copies of printed audit trails. (SD1)

RELATING TO HOMELESSNESS.

Ensures the continued existence of the low-income tiny home projects developed pursuant to the Governor's 2015 or 2018 emergency proclamations related to homelessness, or any supplemental proclamations to these emergency proclamations, by exempting the projects from certain laws for the duration of the underlying state land leases. Establishes the low-income tiny home village pilot program to provide shelter and certain services to low-income and homeless individuals. Effective 12/31/2050. (SD2)

RELATING TO COMPOSTING.

Requires the Department of Agriculture to establish a three-year compost reimbursement pilot program to provide reimbursements to farmers and ranchers who purchase compost from a certified processor, dealer, retailer, or wholesaler licensed to do business in the State. Establishes a temporary compost reimbursement pilot program manager position. Requires the Department to submit a report to the Legislature. Appropriates moneys. Effective 7/1/2050. (SD1)

RELATING TO PRESCRIPTIONS.

Allows the utilization of post office boxes, rural route boxes, and highway contract route boxes for controlled substances prescriptions by amending the definition of "address" for purposes of the Uniform Controlled Substances Act. Effective 1/1/2023. (SD2)
