RELATING TO HOUSING.

Establishes an affordable homeownership revolving fund within HHFDC to provide loans to nonprofit community development financial institutions and nonprofit housing development organizations for the development of affordable homeownership housing projects. Appropriates American Rescue Plan Act funds for fiscal year 2022-2023 for providing loans to nonprofit community development financial institutions and nonprofit housing development organizations for the development of affordable homeownership housing projects. RELATING TO DEVELOPMENT DISTRICTS.

Establishes the Pulehunui community development district. Establishes community development district authority boards for each community development district. Amends the membership and reassigns certain duties of the Hawaii Community Development Authority to the community development district authority boards. Effective 7/1/2021; provided that certain provisions are effective 07/1/2022. (CD1)

RELATING TO EDUCATION.

Makes an appropriation from the coronavirus response and relief supplemental appropriations elementary and secondary schools emergency relief fund appropriation for the department of education. Makes an appropriation from the American rescue plan elementary and secondary schools emergency relief fund appropriation for the department of education. RELATING TO ELECTRIC FOOT SCOOTERS.

Establishes a framework for the regulation of electric foot scooters by the State and counties. Amends definitions of "moped" to exclude electric foot scooters. Retains personal injury protection benefits for any individual sustaining injuries while using or operating an electric foot scooter. (SD2)

RELATING TO SCHOLARSHIPS.

Allows applicants to the University of Hawaii who earned a high school diploma from a public high school in the State with a cumulative grade point average of 3.0 and also provides evidence that they qualified for and received special education services for two or more years during enrollment in grades seven through twelve to be eligible for the Hawaii state scholars program. RELATING TO THE TRAFFIC CODE.

Amends the statewide traffic code to allow for the county chiefs of police to designate county employees to issue citations for traffic violations. (SD1)

RELATING TO AFFORDABLE HOUSING.

Removes the construction completion deadline for the Leialii affordable housing project. Specifies that the developer of the Keawe street apartments affordable housing project shall only be responsible for all associated costs of the archaeological inventory survey for the footprint of the project and not for the cost of the archaeological inventory survey for the entire Villages of Leialii master planned community. RELATING TO EMERGENCY WORKERS.

Requires the department of human resources development to review the classification and compensation schedules for telephone and emergency dispatchers and similar employees and to submit a report to the legislature recommending modifications to those classification and compensation schedules. (CD1)

RELATING TO THE LANDLORD-TENANT CODE.

Extends the required period for a notice of termination of the rental agreement from five days to fifteen days. Requires landlords to provide notice with specified terms and enter into mediation. Delays when a landlord may seek possession of a dwelling unit if the tenant schedules or attempts to schedule mediation. Requires landlords to provide the notice of termination of the rental agreement to a mediation center that offers free mediation for residential landlord-tenant disputes. Restricts when a landlord may exercise these remedies depending on the amount of rent due. Appropriates funds. Repeals certain provisions one year after expiration of the governor's final eviction moratorium emergency supplementary proclamation related to the coronavirus disease 2019 pandemic or 12/31/2022, whichever is sooner.
