RELATING TO AGRICULTURE.

RELATING TO THE ENVIRONMENT.

Establishes a zero-emission vehicle fleet purchasing assistance program within the Hawaiʻi state energy office to support the transition of private fleets to zero-emission vehicles. Designates the Hawaiʻi state energy office as the agency responsible for developing and administering the program and requires the Hawaiʻi state energy office to work with the department of transportation to design strategies to implement the zero-emission vehicle fleet purchasing assistance program. RELATING TO THE BOARD OF EDUCATION.

Requires the board of education to invite the exclusive representative for bargaining unit (5) (teachers and other personnel of the department of education) to appoint a nonvoting public school teacher representative to the board and the exclusive representative for bargaining unit (6) (educational officers) to appoint a nonvoting public school administrator representative to the board. Establishes a recusal process for these representatives. Effective 7/1/3000. (HD2)

RELATING TO ELECTRIC VEHICLES.

Establishes and appropriates funds for the low- to moderate-income electric vehicle rebate program and the electric vehicle subaccount to encourage the purchase and use of electric vehicles by low- to moderate-income households and nonprofit organizations providing assistive services to low- to moderate-income households. RELATING TO TAXATION.

Establishes a carbon emissions tax credit. Expands the environmental response, energy, and food security tax to include carbon emissions. Applies to taxable years beginning after 12/31/2023. Requires the Office of Planning and Sustainable Development, in consultation with the Department of Taxation, to recommend updates to the tax per fuel and corresponding tax credits. Effective 6/30/3000. (HD1)

RELATING TO MOTOR VEHICLES.

Requires condominium associations and planned community associations that have a service agreement with a towing company to maintain and provide to the towing company a "do not tow" list of authorized resident vehicles. Prohibits authorized vehicles that are on the "do not tow" list from being towed, unless authorized by certain individuals.

RELATING TO TAX CREDITS.

Establishes a state income tax credit for qualified expenses incurred by certain individuals employed by the Department of Education, Hawaiʻi state public library system, or as part of a head start program in a school. Effective 6/30/3000. (SD1)
